Public Works Engineering Division

The Department of Public Works supports the Board of Supervisors' goals and priorities of enhancing community infrastructure and efficient delivery of public services. Public Works achieves this through its six major operating divisions of Administration, Engineering, Survey, Development Services, Morgan Heavy Equipment Shop and Operations/Roads. The Department strives to be the leading Public Works Department through innovative stewardship of infrastructure and environment.

Public Works Engineering Division is looking for a candidate with strong leadership qualities that will foster teamwork and create a positive work environment to work in the Design, Traffic, or Construction Engineering Division. This candidate should be technically knowledgeable and experienced in the principles and practices of civil engineering and engineering related to project management, public works design, and construction methods.

The ideal candidate will be an effective communicator, both orally and in writing, and be able to represent the County in meetings and presentations to various groups, including community groups, other governmental agencies, and the public. This candidate should be customer focused and interpersonally effective in dealing with staff, other county departments, engineers, contractors and in coordinating with other agencies when necessary.

The ideal candidate will carry through assignments with independence and thrive in a team environment that encourages cooperation, communication, and mutual sharing of risk, responsibility, and reward. Lastly, it is desirable for candidate to have knowledge and experience utilizing federal funds on transportation related projects and familiarity with the Local Assistance Manual (LAPM) but not required.

This is the first registered level in the Engineer/Civil Engineer series. Incumbents are assigned difficult and complex projects given latitude for exercising independent judgement and initiative in completing assignments.

Typical Tasks

When assigned to design or development services :

  • Participate in and prepare engineering studies and reports; coordinate public works and development related activities with other departments, divisions, outside agencies, citizens, consultants, and developers; research and revise County standards as required.
  • Design difficult and complex public works projects; prepare Requests for Qualifications and Requests for Proposals; assist in the selection of consultants; manage consultant contracts; review consultants' work and provide technical guidance;
  • Project manages a variety of projects simultaneously, from conception through construction, including project schedules, right of way certification, utility relocation, monitoring project progress and budget, obtaining necessary permits, preparing, and maintaining project files, monitoring quality of projects and ensuring deadlines are met;
  • Review routine field and laboratory tests of construction materials; write related memoranda and reports;
  • Conduct site investigations; develop design plans, specifications, and cost estimates for transportation engineering projects; prepare and administer Federal and State grants; signal timing plans; check and analyze Environmental Impact Reports and other CEQA and NEPA documents;
  • Prepare permit applications to various regulatory agencies related to public works projects; and
  • May prepare and check legal descriptions for deeds, easements, and rights of way;
    May coordinate engineering projects between contractors and the County.

When assigned to traffic :

  • Receive and review public requests for traffic control device changes; collect and analyze data to evaluate requests and prepare recommendations; perform intersection traffic control analysis to determine need for traffic control measures.

All assignments :

  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service;
  • Plan, direct, coordinate, assign, train, and review the work of land surveyors, engineers, and technicians engaged in preparation and performance of studies, analyses, calculations, cost estimates, specifications, and reports;
  • Represent the Department at technical meetings and public gatherings;
  • Review and prepare correspondence, reports, budget and staffing recommendations, and other material;
  • Meet and confer with officials, representatives from other governmental organizations, the general public, contractors, and consultants regarding public works matters;
  • Sign and stamp plans and documents prepared under their direction as the Engineer of record; and
  • Perform related duties as assigned.
