The Superior Court of California, County of San Bernardino is seeking a skilled professional to support our Contracts and Procurement division. In this role, you will assist in planning, organizing, and administering Court contracts and procurement activities; coordinate projects with internal departments and external agencies; and apply your expertise to ensure efficient, compliant, and effective operations.

ABOUT THE POSITIONUnder general direction, assists in planning, organizing and administering contracts and procurement activities of the Court; coordinates projects and activities with other Court departments and outside agencies; provides highly responsible staff assistance to the Contracts and Procurement Manager in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Contracts and Procurement Manager. Exercises technical and functional direction over and provides training to contract and procurement staff.

CLASS CHARACTERISTICSThis advanced journey-level classification is responsible for performing complex professional duties and providing lead supervision in support of the Court’s contracts and procurement activities requiring detailed knowledge of Court and Judicial Branch contracting manuals and procedures. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities in assisting in the day-to-day operations of the unit.
Employees in this position serve as a specialist, liaison, and advocate for the unit, with regular contact and interactions with Court judicial and executive leadership, other public agencies, public and private community organizations, regulatory and governmental agencies, and members of the public.

- Ensures compliance with Judicial Branch Contract Law, Trial Court Policies and Procedures, State and Federal Laws, ordinances, rules and regulations, and Court policies and procedures.
- Assists in the planning, development, and administration of the daily functions, operations, and activities of the Court’s contracting and procurement activities.
- Reviews the work of staff to ensure compliance with applicable federal, state, and local laws, codes, and regulations.
- Participates in the development and implementation of the Court’s and unit’s strategic goals, objectives, policies, and priorities; recommends within department policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
- Reviews Requests for Proposals and other formal solicitations; reviews and advises project managers on the scope of work and specifications of contracts, contract documents, and Requests for Bids and Proposals; negotiates changes to scope of work or contract terms as applicable.
- Administers contracts with project manager; monitors progress and performance against contract requirements, including oversight of change orders.
