This recruitment is only open to current San Bernardino County, Fire Department, or Special Districts employees who hold a regular, contract, extra-help, recurrent, Public Service Employee, Work Experience Program (WEX), or intern position.

HMS-III - Hazardous Materials Specialist III

The San Bernardino County Fire Protection District, Office of the Fire Marshal (OFM), is recruiting for Hazardous Materials Specialists III (HMS-III) to perform a variety of assignments which require interpreting and implementing hazardous materials laws and regulations, providing informational services to the public, and performing related field and office duties as required. HMS-III may specialize in one or more Certified Unified Program Agency (CUPA) programs, provide technical and programmatic expertise and training to other inspectors, manage grants, and participate in related local or statewide groups/committees.

HMS-III's in Safety positions are assigned as members of the Hazardous Materials Response Team (HMRT). The resulting eligible list will be used to fill vacancies throughout the Section, including Household Hazardous Waste (HHW) and CUPA sections to meet the needs of OFM.

CONDITIONS OF EMPLOYMENT
  • Certificate:
    Must possess and maintain a current Registered Environmental Health Specialist Certificate issued by the State of California Department of Public Health throughout employment.
  • Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Proof of automobile liability insurance must be maintained. Mileage reimbursement is available.
  • Special

    Certifications:

    Some positions may require additional specific certifications, such as International Code Council - Underground Storage Tank Inspector (ICC-UI) or California Specialized Training Institute (CSTI) Hazardous Materials Specialist. Employees will typically have 6 months to acquire required certifications.
  • Safety Positions:
    Some positions in this class may have the opportunity to become members of the Hazardous Materials Response Team (HMRT), which requires rotation for after-hours emergency response, performs other emergency response functions as needed, and must possess and retain certification as a Hazardous Materials Specialist with the State of California.
  • Sponsorship:
    Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
  • Must possess both Registration and Experience as follows:
    Registration:
    Must possess and maintain a valid certificate of registration as an Environmental Health Specialist (REHS) with the State of California Department of Public Health (CDPH). Proof of REHS possession MUST be submitted with the application.

    Experience:

    Total of two (2) years' experience:
    One (1) year of experience as a REHS in California; PLUS, one (1) additional year of experience as a REHS and/or as a Hazardous Materials Specialist (or equivalent to OFM's HMS) in a Certified Unified Program Agency (CUPA) or Participating Agency (PA).

NOTE:

Ensure your work history clearly details qualifying experience, including your experience in managing grants and training staff, as well as your regulatory, technical, and programmatic experience.

The ideal candidate will have experience in a variety of related programs, possess strong organization and time management skills, and exhibit excellent writing and communication skills. Knowledge of Envision Connect or Accela Software, California Environmental Reporting System (CERS), and Microsoft applications is also desired.
