San Bernardino County is recruiting for an Emergency Management Analyst to work within the Office of Emergency Services (OES). This position offers the opportunity to take on a dynamic and challenging role providing professional analytical support for a variety of areas essential to the department's operations such as: contract/grants administration; budget/fiscal management; special project coordination; facilities planning; organizational/staffing analysis; and development/recommendation of policies and procedures.
Primaryduties may include but are not limited to:
Board Agenda Items (BAIs)
- Developing/writing Board Agenda Items, contracts, agreements, and comprehensive documents, including staff reports and supporting documentation, for submission to the Clerk of the Board.
- Managing the full lifecycle of administrative, contractual, and policy documents for Board approval.
- The EMA drafts, reviews, negotiates, and manages legal/financial agreements, ensuring compliance, minimizing risk, and maximizing value by working with legal, finance, risk and procurement departments.
- Develops and implements a compliance program for procurement; reviews policies and procedures to ensure compliance with local, state, and federal rules and regulations.
- Independently research, develop, prepare, and finalize bid documents, agreements and contracts including but not limited to consultant services, Standard Agreements, Interagency Agreements, Amendments, and all related exhibits, attachments, and terms and conditions, Request for Offers (RFO), Request for Proposals.
- Collaborate with County Counsel regarding applicable laws to ensure all contracts and agreements conform to County contracting laws, regulations, policies and procedures.
- Develop and perform administrative program analysis such as conducting business process analyses; presenting results of these analyses to leadership; identifying areas of needed improvement and making recommendations for improved processes.
- Will maintain a working knowledge of 2 Code of Federal Regulations (CFR) to ensure that grant/disaster purchases are compliant.
- Monitors, analyzes, and interprets local, state, and federal legislation to ensure policies, plans, and department and grant activities align with legal requirements. Acting as a liaison between government officials and agencies, managing policy, conducting research, and preparing reports to support disaster preparedness and response.
- Track legislation through the legislative process, provide reports regarding the status and impacts of pending legislation; review and analyze legislation of interest for Emergency Management.
- Work with the County Administrative Office-Legislative Affairs and Office of Emergency Services (OES) management and leadership to develop and execute the OES legislative agenda and priorities to formulate strategies to advance these priorities.
- Keep executive leadership, and staff appraise of legislative bill activity.
- When the EOC is activated, the EMA will provide journey level work in the Finance or Logistics Section in support of disaster.
- Maintain a working knowledge of Federal Emergency Management Agency (FEMA) Public Assistance Program, Policy Guide (PAPPG), Federal (Robert T. Stafford Disaster Relief and Emergency Assistance Act, (Emergency Management Mutual Aid (EMMA), California Disaster Assistance Act (CDAA) and Standardized Emergency Management System (SEMS)).
- During the Recovery Phase of a disaster the EMA will provide journey level work in support of cost recovery efforts for the County.

About the DepartmentOES is responsible for countywide/interagency emergency planning, mitigation, response and recovery activities. This position will be responsible for overseeing a variety of administrative functions including contracts/grants/budget/fiscal administration, facilities management, procurement, and development/implementation of policies and procedures.

In order to meet the business service needs of the public that we serve during emergency activation, these positions may be required to work extended hours including nights, weekends, holidays and may work substantial overtime as needed and during emergency activation.
Travel
: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
