The Human Services Program Integrity Division (HS PID) and Human Services Research, Outcomes, and Quality Support (HS ROQS) units are recruiting for Human Services System (HSS) Quality Review Specialists. These specialists perform quality review work for categories of public assistance such as CalWORKs, Cal Fresh, and Foster Care. They conduct specialized eligibility audits, reviews, and investigations for the various public assistance programs.
Incumbents interview customers, individuals, and representatives of business or government organizations for fact verification and discrepancy resolution regarding the correct issuance of cash aid, Cal Fresh, General Relief, and other public assistance programs. Positions are primarily located in San Bernardino, but some field‑based positions also exist. Vacancies are anticipated in CalWORKS and Cal Fresh, though the eligible list may be used for other vacancies as they arise.
Positions
- Require regular travel throughout the County for home visits and work outside the office. County vehicles are available for use while traveling.
- Candidates available for a field‑based position should indicate such availability on the supplemental questionnaire.
- Review, evaluate, investigate, and gather information regarding income, household composition, financial obligations, and assets to determine the accuracy and completeness of all facts reported by customers during initial and continuing eligibility determinations.
- Advise applicants, recipients, and the general public of rights and responsibilities, and secure declarations when discrepancies are discovered. Answer program‑related inquiries and regulation interpretation to public officials, other departments, and the general public.
- Interview and obtain necessary information from applicants, recipients, and representatives of business or government organizations for the purpose of verifying facts and/or resolving discrepancies pertinent to the correct determination of eligibility for public assistance programs.
- Prepare clear and concise written correspondence and reports with recommendations for appropriate corrective action or to justify eligibility determination made by the welfare department for appealed cases. Specialists may attend fair hearings and answer questions regarding the eligibility determination made by the welfare department.
- Confer with other departments, divisions, counties and other government agencies to verify dates, resolve discrepancies and provide information in accordance with established procedures, policies, and regulations.
- Participate in training sessions, such as conferences, seminars, or mentoring assignments. Perform detailed presentations on the functions of the Quality Review Unit for onboarding and cross‑training staff.
- Stay up to date on new and revised federal, state, and county legislation, laws, rules, regulations, policies, and procedures pertaining to public assistance programs.
- Process complex budgets, void, terminate, rescind, correct, or activate recovery accounts.
