The Program Specialist will administer and implement Human Resources programs and initiatives supporting the University’s HR-Staff Development & Enrichment unit in developing and implementing HR compliance strategies towards 100% completion and staying up to date with changes in laws and regulations related to higher education mandatory training.

Under the general direction of the Director of Professional Development & Employee Enrichment, the Program Specialist is responsible for coordinating and assisting with the University’s scorecard in completing compliance and required training, learning and professional development, compliance reporting (metrics, data analytics), related duties as assigned and provide accessibility support for employees (staff, faculty, administrators), auxiliaries, volunteers, and students across the San Bernardino and Palm Desert campus locations utilizing tools and learning management systems developed to support compliance training.

Responsibilities

Training Compliance Coordination
  • Coordinate end-to-end logistics for required student training programs related to CSU and campus Non-Discrimination, Gender Equity & Title IX, and Sexual Violence Prevention policies by planning communications, scheduling sessions, maintaining presentation materials, and tracking participation in accordance with annual mandates.
  • Coordinate compliance-related training logistics for employees—including staff, faculty, and administrators—by tracking assigned modules, communicating deadlines, and partnering with campus entities to ensure completion of Executive Order 1095 requirements and other CSU-mandated programs (e.g., Conflict of Interest, FERPA/Data Security, Mandated Reporter, and Discrimination/Harassment Prevention).
  • Monitor non-compliance for both student and employee populations and collaborate with appropriate campus units to ensure required actions (such as registration holds or follow-up notifications) are implemented accurately and consistently.
  • Partner with training liaisons to support the development and implementation of operational processes that promote compliance with federal, state, and CSU requirements.
  • Conduct internal records audits, document findings, recommend procedural improvements, and ensure accurate and timely reporting of training completion data.
Documentation & Reporting
  • Coordinate documentation processes for required compliance forms, including planning, organizing, collecting, retaining, and purging Form 700 and Outside Employment Disclosure materials in accordance with CSU deadlines and regulatory requirements.
  • Prepare compliance-related reports for internal stakeholders and external regulatory authorities by gathering data, verifying accuracy, and presenting information in alignment with established reporting timelines.
  • Develop and implement routine monitoring mechanisms that track completion, identify non-compliance, and ensure appropriate follow-up or escalation actions are taken.
  • Conduct ongoing reviews of documentation to identify discrepancies, gaps, or opportunities for improved efficiency and accuracy in compliance tracking processes.
Administrative, Analytical, and Technical Responsibilities
  • Maintain accuracy and currency of HR compliance-related content across communication channels, including websites, training portals, and social media, ensuring employees and students have access to reliable information.
  • Respond to general questions regarding compliance training requirements, provide troubleshooting assistance, and support users in accessing required modules.
  • Respond to audit requests by gathering data, preparing analytics, and compiling usage reports related to compliance training and documentation.
