Programmer Analyst III – Assessor-Recorder-County Clerk (ARC)
The Assessor-Recorder-County Clerk (ARC) is recruiting for a Programmer Analyst III who will be responsible for the design, implementation, and maintenance of PIMS (Property Information Management System) systems, ensuring the efficient operation and optimization of our business systems.
The Programmer Analyst III will function in a lead role and be responsible for estimating costs, manpower, and time for various system development and testing projects, consulting with users to resolve conflicts between system capabilities and requirements. They will solve programming issues related to software interfaces and advanced design requirements, analyze user‑described problems to create technical definitions for system design, and supervise staff involved in the PIMS project.
Additionally, the Programmer Analyst III provides technical guidance on advanced programming techniques, participates in personnel decisions, and attends user meetings to clarify needs and define technical challenges. Programmer Analyst III assume primary project responsibility for all the phases of the Software Development Life Cycle (SDLC): business requirements gathering, analysis, design, and development.

Availability:

Required Experience: Must possess four (4) years of experience working in a production environment (within the past five (5) years), performing systems analysis and project planning for the purpose of developing business applications. This must include one (1) year working as a project leader for large‑scale projects. Experience to include the use of a systems development methodology and/or experience with the following:

- C#/ASP.net
- SQL Server
- Full‑stack web development (React.
JS, HTML5, CSS, JavaScript ES6) - PIMS (Property Information Management Systems)
- Assessment or Recorder‑related software
Required
Education:
Must possess thirty (30) semester (45 quarter) units in programming, computer science, software engineering, or related field. (A copy of transcripts is required unless you have a bachelor's degree in a qualifying field.) Substitution:
One (1) additional year of qualifying work experience may substitute for the education requirement.
