A transit planning and consulting firm in the North San Diego is seeking a Proposal Coordinator. This role supports business development and proposal efforts for public transit agency projects across California and nationally, including transit network planning, Title VI and equity analysis, GIS and data visualization, service planning, scheduling, and public outreach. The Proposal Coordinator will work closely with senior leadership, technical teams, project managers, and teaming partners to develop polished, compliant, and compelling proposals.

Key Responsibilities
  • Format, proofread, and finalize proposals, statements of qualifications, RFP, RFQ, RFI responses, and client correspondence using Adobe InDesign.
  • Draft, edit, and organize proposal content in collaboration with technical staff, project managers, and senior leadership.
  • Review solicitation requirements, complete required forms, and ensure all submissions are accurate, compliant, complete, and delivered on time.
  • Identify new business development opportunities through RFP searches, partner networks, and industry contacts.
  • Build and manage pursuit schedules, proposal calendars, deadlines, weekly business development meetings, and internal follow-up.
  • Maintain resumes, project descriptions, contact databases, proposal components, and branded marketing materials.

  • Pay Range: $35 to $45 per hour DOE

Required Qualifications and Skills
  • Manage proposal development from opportunity identification through final submission.
  • Coordinate RFP, RFQ, and RFI responses while maintaining compliance with all submission requirements.
  • Draft, edit, format, and finalize proposal materials and business development content.
  • Maintain proposal schedules, contact databases, resumes, project descriptions, and branded pursuit materials.
  • At least 5 years of related experience in proposal coordination, business development, technical writing, or a similar role.
  • Strong proficiency in Adobe InDesign and InCopy is required.
  • Proficiency in Adobe Acrobat and Microsoft Office, including Word, Excel, and PowerPoint.
  • Strong writing, editing, proofreading, formatting, and document production skills.
  • Ability to manage multiple assignments, shifting priorities, and overlapping deadlines with accuracy and professionalism.
  • Strong communication skills and the ability to work effectively with senior staff, technical teams, project managers, and external partners.
  • Sound judgment, strong attention to detail, and the ability to ensure submissions are polished, complete, and compliant.
  • Bachelor’s degree in communications, marketing, journalism, English, or a related field is preferred.
Preferred Qualifications
  • Experience in transit, architecture, engineering, construction, consulting, or other AEC-related industries.
  • Working knowledge of federal, state, and local procurement processes.
  • Familiarity with FTA, Caltrans, DBE, and SBE requirements or goals.
  • Adobe Illustrator experience.
  • Experience supporting interviews, presentations, business development meetings, and special marketing projects.
