Preconstruction Manager
We are representing a well-established General Contractor seeking an experienced Preconstruction Manager to lead and manage the preconstruction process across a diverse portfolio of commercial, multifamily, mixed-use, and large-scale renovation projects. This is a high-impact, client-facing role for a seasoned preconstruction professional who thrives in a collaborative environment and takes pride in delivering accurate, competitive, and well-organized bids and budgets.
The ideal candidate brings a strong estimating foundation combined with the leadership and communication skills to drive preconstruction from initial concept through GMP or contract award — managing design teams, subcontractor relationships, and owner expectations simultaneously.
Projects typically range from $10M to $50M+ and include ground-up commercial, multifamily residential, mixed-use development, and large-scale interior and exterior renovations.
Key ResponsibilitiesEstimating & Budgeting
- Lead the development of conceptual budgets, schematic estimates, design development estimates, and GMP proposals
- Perform detailed quantity takeoffs and cost analysis across all divisions of work
- Manage and maintain historical cost data, unit pricing, and benchmarking tools to support early-stage budgeting
- Identify value engineering opportunities and present cost alternatives to design teams and owners
- Prepare and present detailed estimate packages, bid leveling analyses, and award recommendations
Bid Management & Subcontractor Engagement
- Develop and manage the subcontractor bid process including scope of work preparation, bid solicitation, and bid leveling
- Build and maintain a strong subcontractor and vendor network across relevant trades
- Qualify subcontractors, review bids for completeness, and ensure scope coverage across all trades
- Negotiate subcontractor pricing and scope inclusions during preconstruction
- Coordinate with the operations team to align subcontractor selection with field execution needs
Design & Owner Coordination
- Serve as the primary preconstruction point of contact for owners, developers, architects, and engineers
- Participate in and lead design review meetings, OAC preconstruction sessions, and value engineering workshops
- Review design documents at each phase for constructability, completeness, and cost impact
- Provide real-time cost feedback to design teams to keep projects within established budgets
- Support the transition from preconstruction to construction by coordinating handoff to the project management team
Proposals & Business Development Support
- Prepare and assemble RFP responses, qualifications packages, and interview presentations
- Support business development efforts by participating in client interviews and relationship-building activities
- Maintain organized preconstruction files, estimate archives, and proposal templates
- Track and report on active pursuits, bid pipelines, and award status for leadership

- Design-Build & GMP Delivery Methods
- Projects ranging from $10M – $50M+ in construction value
- 8–15+ years of estimating and preconstruction experience with a General Contractor
- Proven track record leading preconstruction on commercial, multifamily, or mixed-use projects in the $10M–$50M+ range
- Strong knowledge of all construction divisions, systems, and assemblies
- Experience managing the full bid process from schematic through GMP
- Proficiency with estimating software such as Procore Estimating, Sage Estimating, Bluebeam, or On-Screen Takeoff
- Working knowledge of Procore and Microsoft Office Suite
- Excellent communication, presentation, and client-facing skills
- Ability to manage multiple pursuits simultaneously in a fast-paced environment
- Bachelor's degree in Construction Management, Civil Engineering, or related field preferred; equivalent experience considered
