Role DescriptionThe Project Manager - DOD Healthcare Construction is responsible for the planning, execution, and closeout of federal healthcare construction projects, with an initial focus on projects supporting Naval Medical Center San Diego (NMCSD).
The Project Manager will oversee scope, schedule, budget, quality, safety, subcontractors, procurement, and project documentation while coordinating closely with USACE, Government representatives, healthcare facility stakeholders, QC and safety personnel, and field supervision.
This position requires an experienced construction professional who understands the challenges of performing renovation, repair, and MEP-intensive construction within active healthcare and other mission-critical facilities.
Required Qualifications- 7+ years of construction project management experience, with experience leading federal, DOD, healthcare, or other complex occupied-facility projects.
- Demonstrated experience with USACE, NAVFAC, DHA, VA, or other federal construction contracts.
- Experience managing renovation/construction within active hospitals, medical facilities, or mission-critical occupied facilities.
- Working knowledge of USACE EM 385-1-1 safety requirements and USACE/NAVFAC Contractor Quality Control (CQC) processes.
- Strong understanding of federal construction administration, including submittals, RFIs, schedules, modifications/change orders, progress reporting, inspections, and closeout.
- Experience coordinating MEP-intensive work involving HVAC, electrical, plumbing, controls, fire alarm, and related building systems.
- Strong subcontractor, procurement, logistics, scheduling, and stakeholder-management capabilities.
- Ability to coordinate effectively with Government CORs/PMs, facility representatives, subcontractors, QC, safety, and field personnel.
- Bachelor’s degree in construction management, Engineering, Architecture, Business, or related field, or equivalent directly relevant construction experience.
- Proficiency with construction/project management software and standard office productivity tools.
The following certifications are required or strongly preferred based on the candidate's role and experience:
- USACE Construction Quality Management for Contractors (CQM-C) - preferred
- OSHA 30-Hour Construction - preferred
- ASHE Certified Health Care Constructor (CHC) - REQUIRED
- Current First Aid/CPR - preferred
- USACE Resident Management System - REQUIRED
The ideal candidate is a seasoned federal construction Project Manager with direct DOD/USACE experience and a strong background working inside operational healthcare facilities. Experience managing IDIQ/SATOC task orders, hospital renovations, critical MEP systems, compressed schedules, and coordination with Government and medical-facility stakeholders is highly desirable.
