We are looking for you to join our team as an Advanced Manufacturing Systems Engineering Manager 3 based out of San Diego, CA as part of our Navigation, Intelligence & Connectivity leadership team. The NIC Advanced Manufacturing Systems Engineering Manager will be responsible for shaping and executing the Manufacturing Systems Engineering strategy across the division as well as consulting as a subject matter expert on division capital projects, MTA and IRAD efforts.

This position is full time onsite and is located at the Rancho Carmel campus in San Diego, CA. This position may require 25% travel.

This role reports to the Director, Manufacturing Engineering in San Diego. Our expertise is in delivering complex communications solutions to enable modern battlefields and support communications missions. The position requires leadership of a team of Manufacturing Systems Engineers that are responsible for the following:
* Engaging with the NIC business units during pre-proposal and proposal program phases to offer insight into higher yielding, novel, and evolving manufacturing processes.

* Developing a Manufacturing Plan for each phase of the program

* Performing a Manufacturing Readiness Assessment (MRA)

* Leading design for automation efforts

* Cost Modeling and Design to Cost activities

* Developing Manufacturing Maturity Plans (MMP) which includes but is not limited to executing Affordability, Manufacturing Planning, Capital Planning and Strategic Sourcing Efforts. What you will get to do:
* Manufacturing lead for Division Capture Strategy Decisions - includes interfacing with Connectivity and Network Solutions (CNS) Business Unit to stay current with new concepts and proposal programs

* Division MSE Lead
* Represent NIC within the Sector MSE Functional Working group to further define and establish the MSE role

* Develop, support and expand MSE initiatives at all NIC sites

* Define MSE Scope & Cost for Emerging Programs & secure funding

* Functional MSE Manager - Maintain team affordability and advance team effectiveness; ensure team resources and skills are in place to meet both technical and financial objectives; promote career development and employee engagement; assess employee performance

* Brief Sector Manufacturing, Business Division and Enterprise Leadership on division advanced manufacturing and test strategy, projects and progress Basic Qualifications for a Manager Manufacturing Systems Engineering 3:
* Bachelor's Degree in a related STEM field and a minimum of 10 years of relevant professional experience (8 years with a Master's degree)

* Broad experience with system integration and production test for Software Defined Radio (SDR) products including both digital and RF testing technologies and techniques

* Broad experience with processes and materials used to make SDR products including semiconductor technology, microelectronic assembly, surface mount technology and materials for RF performance

* Expertise in manufacturing system engineering processes and products throughout the program life cycle, as well as providing technical leadership and guidance

* Demonstrated experience with project management and communication including associated tools and methods

* Experience in managing both internal and external personnel and teams to include subcontractors
