Job Overview
THOR Solutions is seeking an experienced Organic Repair Capability Assessment (ORCA) Team Lead and Subject Matter Expert (SME) to support the Navy Readiness Assistance Training Team (RATT) for Commander, Naval Surface Force, U.S. Pacific Fleet (CNSP) in San Diego, CA
. RATT provides subject matter experts to conduct Sailor‑centric deck‑plate training, material review, program auditing, and naval readiness support for Navy surface ships, enhancing overall proficiency and material readiness.
- Coordinate, schedule, and conduct ship ORCA assessments and training visits to improve Sailor proficiency in maintenance systems.
- Lead a team of SMEs to:
- Solicit fleet feedback and document adequacy of workshop system configurations from user perspectives during ORCA inspections.
- Perform Industrial Plant Equipment Root Cause Analysis (RCA) to expand inspection scope beyond identifying broken equipment.
- Audit shipboard Industrial Plant Equipment against configuration data records and assist ships in preparing CKs for equipment not reflected in configuration data.
- Identify prerequisite Navy training relative to afloat Industrial Plant Equipment use and highlight gaps where shipboard repair training may be deficient.

Full time onsite in San Diego, CA. Candidates located in Everett, WA or Pearl Harbor, HI may be considered.
- This position involves up to 35% travel, including overseas/OCONUS locations, in accordance with Joint Travel Regulations (JTR).
- Typical travel destinations:
Everett, WA;
Pearl Harbor, HI;
Sasebo, Japan;
Yokosuka, Japan;
Singapore.
- Mix of desk/computer work in an office environment and hands‑on technical or instructor work on waterfront/shipboard environments.
- Might involve repetitive motion, talking, traversing shipboard environments (tight or confined spaces, ladders, hatches), or vision tasks.
- Must be physically able to climb up/down a pilot’s ladder to board a naval vessel underway at sea and stay aboard on a U.S. Naval vessel.
The anticipated pay range is $90,000 – 110,000 per year. Actual compensation will be based on education, qualifications, and experience.
Security ClearanceExisting active or interim Secret security clearance required prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered.
Qualifications- At least fifteen (15) years of supervisory experience in analyses, information system operations, and implementation of technical projects relevant to RATT.
- Maintenance/training staff experience (e.g., Immediate Superior In Charge, Type Commander, or Afloat Training Group).
- In‑depth knowledge of Navy ship depot level maintenance processes.
- In‑depth knowledge of the theory and workings of surface ship maintenance processes.
- Undergraduate or associate degree. In lieu of an acceptable degree, seven (7) years of demonstrated experience in a management role may be considered.
- Proficient with Microsoft Office suite.
- Ability to manage multiple tasks and support fast‑paced operational environments.
- Excellent personnel management and communication skills.
- At least twenty‑five (25) years of relevant experience is highly desirable.
- Familiarity with at least some of the following platforms:
Dock Landing Ships (LSD), Amphibious Transport Docks (LPD), Mine Counter Measure Ships (MCM), Littoral Combat Ship (LCS), Guided Missile Destroyers (DDG
51/1000), Guided Missile Cruisers (CG), Guided Missile Frigates (FFGX), General Purpose Assault Ships (LHA), Multiple Purpose Assault Ships (LHD), Amphibious Command Ships (LCC).
