Position: Program Planner (All Levels)

Responsibilities

  • Maintain and align the Integrated Master Schedule (IMS) for New Construction Programs and New Construction Study Contracts.
  • Support schedule development with Production, Supply Chain, Engineering, and Planning groups.
  • Monitor schedule performance and perform detailed schedule analysis.
  • Evaluate Critical Path Networks (CPN) and overall logic of program schedule.
  • Provide complex outfitting/steel work breakdown and sequencing based on established production rates.
  • Report to a Supervisor or Manager; interface with Supply Chain, Engineering, Planning, and Production groups.
  • Develop plans, schedules, budgets, or analysis independently.
  • Assist in resolving planning problems and in process and problem analysis projects.
  • Assist in the development of departmental procedures, work instructions, and training instructions.
  • Provide manning projections across programs to support various internal needs.
  • Maintain, and align the New Construction Major Milestones schedule to the overall IMS for all contracts.
  • Understand shipyard capacity, production bottlenecks, and NASSCO's MOS.
  • Incorporate baseline build strategy into the program schedule, recommending new build strategy implementation.
  • Identify Critical Path and maintain consistent reporting on it.
  • Initiate and analyze impact of process improvements.
  • Make presentations.
  • Perform other responsibilities and duties as assigned.
Qualifications
  • Engineering, Business, Project Management or an equivalent technical degree is encouraged.
  • Knowledge of MACPAC, LMS, Open Plan, PC Analysis tools (e.g., Excel) and EVMS principles.
  • Understand Defense Contract Management Agency (DCMA) schedule requirements and how to align NASSCO's schedule to meet those requirements.
  • Effectively communicate schedule constraints, capacity challenges, production material requirements, manpower requirements, and other schedule challenges to management at all levels.
  • Participate in implementing and monitoring continuous improvement initiatives to improve safety, quality, reduce cycle time, and reduce costs.
  • Experience in process analysis directed toward improved efficiency in Planning and in Production or Engineering.
  • Experience in integrating Engineering, Material, Planning, and Production requirements and initiatives.
  • Excellent communication skills, including the ability to produce complex material consisting of qualitative information, rationales, conclusions, and recommendations.
  • Establish interpersonal working relationships with an emphasis on cooperation and teamwork.

Physical Demands

Work is primarily conducted in an office setting with good lighting. Specific vision abilities are required: close vision, distance vision, peripheral vision, depth perception, and the ability to focus.

Regularly required to sit, use hands and fingers, operate a computer keyboard and controls, and communicate verbally and in writing.

Must be able to commute physically to various areas of the shipyard, including shipboard activities, and access areas such as stairs, ladders, uneven surfaces, and confined spaces. Physical dexterity must allow for bending and reaching.

Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is occasionally exposed to dust, fumes, and smoke. Must be able to spend up to 20% of time in an outdoor…
