Position: ELECTRICAL ENGINEER with Security Clearance
Duties
* You will make, justify, and defend long-range, sometimes controversial, proposals.
* You will lead a team and make final decisions on problem resolutions.
* You will analyze/evaluate, using state-of-the-art engineering, causes, effects, and alternatives to resolve difficult electrical, hydraulic, and pneumatic facilities, facility equipment and facility design issues.
* You will evaluate the implications of technological changes on work planning and processes and ensure timely implementation and integration into team efforts.
* You will Implement and control approved performance schedules. Anticipate and identify problem areas; develop innovative solutions; and resolve difficult and challenging situations.
* You will develop in-house and outsourcing cost estimates and prepare contracts and delivery orders for contracted engineering services. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications To qualify for the GS-12 position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
1) Engineering experience in the design, maintenance, and troubleshooting of complex facility processes, aircraft processes, and plant equipment.
2) Working knowledge of related branches of engineering such as electrical, electronic, material, industrial, structural, and chemical disciplines.
3) Proficiency in the preparation of technical directives and skill in communicating complex technical matters clearly in writing and oral briefings.
4) Knowledge and experience in preparing proposals, cost estimates, and project schedules, including familiarity with Navy, DOD, or Naval Aviation Systems administrative procedures and budgetary processes.
5) Experience planning, coordinating, and reviewing project tasks with other engineers and technicians to accomplish engineering projects.
6) Experience preparing, explaining, and justifying project proposals and technical recommendations to stakeholders.
7) Applying new technical developments in the field to solve difficult and complex engineering problems.
8) Proficiency with automatic data acquisition and control systems, electromechanical systems, and manual or computer-generated drafting practices. To qualify for the GS-13 position your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector
1) Program management and engineering experience gained in design and maintenance of complex facility processes, aircraft processes and plant equipment.
2) Working knowledge of related branches of engineering such as electrical, electronic, material, industrial, structural, and chemical disciplines.
3) Proficiency in preparation and use of technical directives and skill in communicating orally and in writing as a professional technical expert on complex technical matters.
4) Knowledge and experience in preparing proposals, cost estimates, project schedules, and related program management functions such as administrative relationships, the budgetary process, and the interfaces within Navy, DOD, Naval Aviation Systems organizations, and field activities.
5) Managing, planning, organizing, coordinating, and reviewing the work of other engineers and technicians in accomplishing complex engineering projects.
