Environmental Engineer

The Environmental Division at Naval Facilities Engineering Systems Command (NAVFAC) Southwest is hiring! We are looking for motivated Remedial Project Managers (RPMs) to join our mission-driven team.

Primary Duties and Responsibilities:

• Leads remedial investigations, feasibility studies, and decision documents.
• Plans, schedules, budgets, and coordinates environmental restoration projects.
• Responsible for the day-to-day guidance of contractors, ensuring conformance to plans and contracts, and evaluating the work of others.
• Provides interpretation and guidance on, and ensures compliance with, federal, state, and local environmental laws, regulations, and policies.
• Assists in developing funding and acquisition strategies using a variety of resources.
• Prepares Scopes of Work, Government Estimates, negotiates, manages contract task orders, and serves as the Contracting Officers Representative.
• Partners with regulatory agencies and community stakeholders.

We match your grade level to your experience. Here is what we are looking for at each level:

Intermediate/Journeyman Level (GS-11) - At least 1 year of experience in the following:

• Project Management:
  Assisting in the planning, coordination, and execution of environmental site investigations or restoration activities under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), or state regulations; participating in field sampling; and reviewing environmental documents.
• Contract Management:
  Assisting in drafting Scopes of Work (SOW), developing preliminary cost estimates and project budgets, and tracking contractor deliverables for environmental investigations.
• Communication
  
  Skills:
  
  Writing technical reports, correspondence, and status summaries for management, internal teams, management, and regulatory agencies; presenting verbal updates to multi-disciplinary groups.
• Partnering
  
  Skills:
  
  Collaborating with multi-disciplinary team members and external stakeholders; applying knowledge of environmental engineering, geological, or chemical principles to evaluate environmental data.

Full Performance Level (GS-12):
At least 1 year of experience in the following:

• Project Management:
  Independently managing, planning, and executing environmental investigation and remediation projects under CERCLA/RCRA; managing the preparation and review of technical studies and decision documents; and leading field operations.
• Contract Management:
  Managing the technical execution of environmental remediation contracts; developing Scopes of Work (SOW) and cost estimates; and evaluating proposals, progress billings, and deliverable quality.
• Communication
  
  Skills:
  
  Communicating complex technical, scientific, and policy information in both writing and verbally to leadership, regulatory agencies, and the public; leading technical briefings and facilitating community meetings or public stakeholder forums.
• Interpersonal & Partnering:
  Leading multi-disciplinary teams and partnering with regulatory agencies and community stakeholders; applying advanced technical knowledge of hydrogeology, environmental engineering, and environmental risk assessment to solve remediation challenges.

POSITION REQUIREMENTS:

• Valid Driver's License
• Bachelor's of Science in Environmental Engineering and/or Physical Science
• Must hold U.S. Citizenship
• Aged 18 or older at time of hire
• Males born after 12-31-59 must be registered for Selective Service.
• Must be determined suitable for federal employment.
