Job Title

Join a committed team at the heart of municipal financial management. You will be part of a dynamic team, deeply involved in the reliability of accounting procedures, budget management, and the modernization of financial practices, in an environment that is constantly evolving in regulatory and digital terms. Under the authority of the Service Manager, you actively contribute to accounting quality and the execution of the budget for the municipality.

In this role, you notably:

• Oversee and participate in general and budgetary accounting (expenditures and revenues)

• Control and coordinate budget execution

• Ensure regular monitoring of credits and financial execution of services

• Prepare and monitor the budget in terms of expenditures and revenues (main budget and annex budgets)

• Secure accounting procedures and ensure compliance with financial and budgetary regulations

• Validate and control the financial execution of public contracts

• Provide technical support to service agents (complex entries, contracts, loans)

• Participate in the organization and functional supervision of the service

• Contribute to the modernization of procedures and digitalization projects

• Provide interim service manager coverage in their absence

Holder of a minimum level Bac +3 degree in management, accounting, or finance, you have a solid knowledge of public accounting and the financial functioning of local authorities. You are familiar with the budgetary and accounting rules applicable to municipalities, including instructions M57, M4, and M22, as well as the procedures for the financial execution of public contracts. You are comfortable with IT tools and financial management software, and can analyze budgetary data to ensure reliability and regulatory compliance.

With real analytical and control skills, you ensure the accounting quality of the operations handled and contribute to the security of financial procedures. Your expertise allows you to provide technical support to service agents and assist managing services in monitoring their credits. Organized and rigorous, you manage priorities and respect budgetary deadlines. You enjoy teamwork and have good interpersonal skills, essential in an environment involving many internal and external stakeholders.

Your ability to adapt allows you to face regulatory, technical, and organizational changes. Autonomous in the exercise of your duties, you also know how to report to your superiors and work in coordination with the entire service. Art. L332-14 of the General Public Service Code - A contract employee may be hired for this position while waiting for the recruitment of a civil servant. The proposed contract may not exceed one year, renewable up to a total duration of two years.
