DESCRIPTION

The UC San Diego Health Fire Marshal manages the Fire and Life Safety Program for UC San Diego Health Medical Centers and offsite ambulatory clinics. Under the general direction of the Senior Director for Environmental Health & Safety and Emergency Management, the Fire Marshal develops and maintains a fire and life safety program to meet the requirements of the Memorandum of Understanding (MOU) between the Office of the State Fire Marshal (OSFM) and The Regents of the University of California (UC).

Through the MOU, the Fire Marshal is responsible for compliance with fire and life safety regulations to include construction inspections (Title 24) and fire and life safety inspections (Title 19) to ensure compliance with applicable laws, codes, regulations, standards, specifications and policies. Conducts construction plan review, fire alarm plan review, and fire sprinkler plan review. Meets regularly with architects, designers, and staff during phases of construction or tenant improvement to ensure compliance.

Designs and implements an effective fire prevention plan, fire response plan, interim life safety measures, and hot permit process. Educates staff and proactively assesses compliance. Responsible for compliance with physical environment standards (life safety safety & environment of care), and fire drill compliance under Joint Commission. Responsible for the direct supervision of UC San Diego Health Assistant Fire Marshals.

MINIMUM QUALIFICATIONS
  • Seven (7) or more years of relevant experience and Advanced degree in related area or equivalent years of experience.
  • Five (5) or more years experience as a Designated Campus Fire Marshal (DCFM) at any UC Campus or experience in fire prevention work in a public fire prevention bureau, unit or agency with three of those years in a leadership or supervisory capacity.
  • Designated Campus Fire Marshal (DCFM) or meet the requirements within the first 12 months of employment.
  • California State Fire Marshal 16-hour Statutes and Regulations course within the first 12 months of employment.
  • Demonstrated ability to read and interpret complex plans, specifications, shop drawings, fire alarm design drawings, and fire suppression system design drawings.
  • Substantial knowledge of modern fire prevention principles, practices, techniques, and standards.
  • Substantial knowledge of fire and life safety applications of local, state, and federal laws, codes, regulations, standards, specifications, and policies, including the California Health & Safety Code;
    Titles 8, 19 and 24, California Code of Regulations; and NFPA standards.
  • Substantial knowledge of design and materials in building construction, installation and maintenance as they relate to fire and life safety.
  • Substantial knowledge of the principles and practices of modern fire detection and alarm systems, suppression systems, and other fire and life safety systems/equipment. Serves as the organization expert in these fields.
  • Effective communication and interpersonal skills (both written and verbal) to develop programs, train people, and encourage code compliance via group presentations and individual meetings.
  • Management skills to effectively lead and direct subordinate staff who are assigned duties in different programs; skills to effectively integrate several highly regulated subject and program areas.
  • Comprehensive knowledge and understanding of EH&S technical requirements, logistics, materials and operations, rules, regulations, and laws.
  • Solid written, verbal, and interpersonal communications skills, including political acumen and skill to effectively communicate with diverse constituencies and senior management.
  • Solid skills to appropriately and efficiently respond to and direct the response to emergencies and critical situations, including follow-up evaluation and critique of response efficacy; recommend, develop, and implement changes to emergency response as required.
PREFERRED QUALIFICATIONS
  • HCAI Fire and Life Safety Officer II qualified.
  • OSFM Deputy State Fire Marshal II qualified.
  • Two (2) years experience performing full-time plan review and/or technical inspections that involve construction of health facilities projects.
  • OSFM State Fire Training Fire Inspector I and II track courses/certification.
  • OSFM State Fire Training Plans Examiner track courses/certification.
  • ICC Plans Examiner and/or Fire Inspector certification.

    SPECIAL CONDITIONS
  • Employment is subject to a criminal background check and pre-employment physical.
  • Must be able to work various hours and locations based on business needs.
  • Must be able to respond to fire and life safety emergencies outside of normal working hours.
  • May be required to drive UCSD vehicles.

Pay Transparency Act

Annual Full Pay Range: $108,100 - $204,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $51.77 - $98.13
