The Health and Human Services Agency is seeking qualified individuals for the position of Assistant Medical Services Administrator (Public Health Services).

Future Salary Increases- June 2026 – 4.49% increase to base pay (3% Across-the-Board + 1.49% Market Adjustment)

The Public Health Services (PHS) Epidemiology and Immunization Services Branch (EISB) is currently seeking an experienced public health leader to serve as the Assistant Medical Services Administrator
, functioning as the Branch Chief for EISB
, the largest branch within PHS. This critical leadership role provides strategic and operational oversight across multiple programs, including Epidemiology, which carries out legally mandated functions under Title 17 of the California Code of Regulations, including identifying, investigating, documenting, and evaluating communicable, reportable, and emerging diseases; the Immunizations Unit, which supports the prevention of vaccine-preventable diseases through surveillance, education, community engagement, health checks, compliance with school entry laws, and administration of the California Immunization Registry;
the Office of Vital Records and Statistics, and the Public Health Laboratory, which provides essential laboratory services to support public health surveillance, disease investigations, and responses to emerging threats.
The position works in close partnership with the EISB Medical Director and the Public Health Laboratory Director to ensure coordinated public health operations. EISB plays a vital role in protecting the health of San Diego County residents through surveillance, disease investigation, laboratory services, vaccination support, and vital records administration.
Some key responsibilities include leading public health planning and operations; providing administrative and programmatic direction across EISB units; ensuring compliance with state and local reporting and regulatory mandates; improving program performance and advancing public health initiatives; overseeing multidisciplinary teams and coordinating cross-department efforts; supporting emergency preparedness and response; and collaborating with community partners, healthcare organizations, and internal County stakeholders to further public health goals.

The ideal candidate will have knowledge and experience in disease control and prevention principles, along with expertise in surveillance, epidemiology, and applied public health practice. They should demonstrate strong administrative, leadership, and organizational management skills, as well as experience leading complex programs and multidisciplinary teams. Effective partnership-building and clear communication across diverse audiences are essential, along with a strong commitment to advancing public health and protecting community well‑being.
