Position Overview
The Program Analyst supports Commander, Naval Air Forces (CNAF) Aircraft Carrier Readiness Operations by providing analytical, coordination, and information systems support focused on aircraft carrier (CVN) maintenance readiness, data integrity, and decision-support processes. This position directly supports the CNAF CVN Readiness Operations Center (ROC) by integrating maintenance, logistics, and readiness data across Navy enterprise systems to enable timely, accurate, and actionable readiness assessments.
The Program Analyst serves as a key liaison between operational stakeholders, information technology organizations, and maintenance readiness programs to ensure fleet readiness data is accurate, accessible, and aligned with CNAF priorities, OPNAV guidance, and mission-essential task reporting requirements.
Key Responsibilities Readiness Data & Analysis SupportAnalyze aircraft carrier maintenance and readiness data to support force-level readiness assessments and operational decision-making.
Conduct technical reviews, preliminary screening, and coordination of naval shipboard maintenance actions to support readiness reporting and prioritization.
Support readiness reporting processes aligned with Maintenance Figure of Merit (MFOM) and other readiness metrics used by CNAF and TYCOM leadership.
Provide staff-level information technology support, including basic troubleshooting and coordination for Navy enterprise maintenance and readiness applications.
Serve as liaison to CNAP N6 for resolution of issues related to maintenance IT systems, including MFOM applications.
Participate in working groups supporting the development, implementation, sustainment, and improvement of maintenance information systems, including:
Force Level Validation Screening and Brokering (VSB)
Advanced Industrial Maintenance (AIM)
Manage, analyze, and maintain readiness and maintenance data using databases and analytical tools (e.g., Microsoft Excel and Access).
Validate data accuracy, resolve discrepancies, and ensure data integrity across multiple maintenance and readiness data sources.
Prepare reports, briefings, and decision-support products for CNAF leadership and readiness stakeholders.
Coordinate with government personnel, ship maintenance activities, readiness analysts, and IT stakeholders to ensure alignment of readiness data and processes.
Support working groups and readiness forums by providing analytical input, documentation, and action tracking.
Assist in improving data visibility, standardization, and communication between ship’s force, CNAF staff, and supporting organizations.
Minimum six (6) years of experience providing technical reviews, preliminary screening, and coordination of naval shipboard maintenance.
Minimum five (5) years of experience working with databases and analytical tools, including Microsoft Excel and Microsoft Access.
Demonstrated experience supporting or interacting with Navy maintenance and readiness information systems.
Experience participating in working groups related to maintenance data systems, readiness analytics, or enterprise IT solutions.
Strong analytical, organizational, and written communication skills.
Ability to work on-site at government facilities and interact professionally with military, civilian, and contractor personnel.
Experience supporting aircraft carrier (CVN) readiness, maintenance, or logistics programs.
Familiarity with MFOM, VSB, AIM, or similar Navy maintenance and readiness applications.
Experience supporting TYCOM, Fleet, or readiness operations centers.
Background in readiness reporting, maintenance analytics, or operational decision-support environments.
