This role is part of our Forward Slope (FSI) division, which focuses on C2, engineering, cyber, and international programs. FSI integrates complex systems, transforms geospatial and operational data into clear insights, and supports naval, joint, and allied missions with technical rigor and global perspective.

This position performs technical and program management tasks and analysis in support of Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) programs. This client site position entails being part of the PEO C4I Modernization Team and assisting programs with adhering to Navy installation policies and instructions for the delivery System Operational Verification Test (SOVT) documentation and program plans for conducting Pre-Installation Check Out (PICO) procedures to support the installation of their C4I systems.

Duties & Responsibilities
  • Assist with tracking the status of System and Platform SOVTs.
  • Work with government installation activities on both East and West coast to ensure SOVTs are delivered in support of installation readiness timelines.
  • Identify alteration PICO requirements with Program APMs/ISEAs.
  • Work with Program APMs on budget forecasting and FY Spend Plans for SOVT and PICOs.
  • Review TYCOM’s PICO messages for CNO availabilities and coordinate with Programs.
  • Review SFP and SPIDER/RIPTIDE JMM fielding plans to determine required SOVTs and PICOs.
  • Perform analysis to determine SOVT and PICO requirements for each alteration.
  • Create and release PICO Naval messages informing TYCOM and Ship Force of our PICO Plans.
  • Track the completion of PICOs, manage actions and capture lessons learned.
  • Create and manage central PICO repository to ensure actions are followed through.
  • Manage SOVT and PICO metric dashboards for leadership tracking of progress and issues.
Required Qualifications
  • Currently holds an active U.S. national security clearance or be able to receive and maintain one. To learn more about the security clearance process please access this link.
  • Minimum 5 years of experience with providing Program Management support to a Department of the Navy (DON).
  • Knowledge of PEO C4I and NAVWAR programs and systems.
  • Experience with developing and reviewing Naval message.
  • Experience working with large data sets and databases.
  • Experience participating in IPTs, interacting with stakeholders, leading projects, defining customer requirements, developing processes and policies.
  • Bachelor’s degree, or five years of experience working at or providing support to NAVWAR/PEO C4I may be used in lieu of a degree.
  • Must have: proficiency in Microsoft applications:
    PowerPoint, Word, Excel, Outlook, Teams.
