This position performs technical and program management tasks and analysis in support of Advance Planning (AP) and the modernization process, to include development and maintenance of the Synchronized Fielding Plan (SFP) for Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I) programs.

Duties and Responsibilities
  • Develop and maintain the Synchronized Fielding Plan (SFP) and Advanced Coordinated Fielding Plan (ACFP) records within the Naval Information Warfare SYSCOM/PEO Integrated Data Environment & Repository (SPIDER) database.
  • Apply analytical techniques in support of the evaluation of program/project objectives, baseline wholeness, and data analysis/visualization.
  • Provide oversight, technical and managerial support to Advance Planning Leads and Baseline Managers.
  • Review and analyze fielding plans, government databases, proposed Ships baseline changes, and coordinate with Program Installation Representatives (IReps) and Fleet Readiness Directorate (FRD) to ensure changes to Ships’ baselines are integrated and meet mission requirements.
  • Provide program planning and analysis for C4I mission systems to include analyzing fielding requirements, budget constraints, and platform availability.
  • Participate in routine and ad hoc meetings to include preparing briefs, capturing notes, and completing action items.
  • Effectively communicate with multiple stakeholders to gather required information, answer datacalls, and respond to inquiries.
  • Analyze and recommend actions for routine and emergent fielding plan changes and Fleet alteration installation requests.
  • Assist with the execution of AP roles and responsibilities delineated in the Navy Modernization Process Management Operation Manual (NMP MOM) and Afloat Installation Process Handbook (AIPH).
Required Qualifications
  • Currently holds an active U.S. national security clearance or be able to receive and maintain one. To learn more about the security clearance process please access this link.
  • Minimum 1 year of experience with of combined specialized Department of the Navy (DON) experience participating in IPTs, interacting with stakeholders, leading projects, defining customer requirements, developing processes and policies, and utilizing databases.
  • Bachelor’s degree, or five years of experience working at or providing support to NAVWAR/PEO C4I may be used in lieu of a degree.
  • Must have: proficiency in Microsoft applications:
    PowerPoint, Word, Outlook, Teams
  • Highly Desired: experience with Microsoft Power Platforms including apps (Power Apps), automated workflows (Power Automate), and data analysis (Power BI)…
