Position Description

LC Program Analyst II – Contractor Site in San Diego, CA. This position is contingent upon contract award. The role is responsible for developing data‑driven training recommendations that directly impact fleet readiness. Ideal candidate has extensive Navy experience with a strong background in data analytics and training development.

Responsibilities
  • Conduct As‑Is and To‑Be training data analysis of development paths for Naval rates.
  • Analyze Naval rates using authoritative databases, doctrine, and instructions to perform training gaps analysis and develop a Course of Action to mitigate.
  • Participate and may lead working groups and cross‑functional teams building deliverables as per IMS.
  • Perform additional duties as assigned.
Minimum Education /Experience
  • High school diploma.
  • Two (2) years' experience in data analytics/visualization.
  • Six (6) years Active‑Duty U.S. Navy.
Selected Qualifications
  • Proven collaboration with external team members, stakeholders, and subject matter experts to drive project success.
  • Strong communication skills – verbal, written, and interpersonal.
  • Ability to work independently with minimal supervision, manage time, prioritize tasks, and proactively raise flags to leadership.
  • Experience in data analytics collecting, organizing, and analyzing large volumes of information.
  • Experience in data visualization, transforming complex information into clear actionable insights.
  • Proficiency with Microsoft suite products (Word, Excel, Visio, PowerPoint) and Adobe Pro.
  • Experience with SEABEE, AVIATION, or CRYPTOLOGICAL ratings preferred.
  • Experience in formulating training recommendations to enhance fleet readiness, utilizing research and analysis from Navy databases/resources (FLTMPS, CANTRAC, NEOCS, LADR, CETARS, eNTRS, etc.).
  • Strong understanding of Navy Sailor career paths, including professional, technical, and leadership training (e.g., experience as Schoolhouse Instructor, Training Officer, Course Supervisor, Curriculum Developer, Instructional Systems Designer, or with Mobile Training Teams).
