Duties
* You will act as a principal technical advisor to Flag Officers, Senior Executive Service (SES) members, and Command leadership on all Information Management/Information Technology (IM/IT), enterprise architecture, and IT portfolio matters.
* You will establish, directs, and manages NAVWAR-wide Information Technology (IT) planning, policy, enterprise architecture, and technical authority.
* You will provide strategic oversight, alignment, and formal certification of the annual IM/IT budget in excess of $2 billion, ensuring IT investments and capital planning directly support Department of War (DoW) and Department of Navy (DoN).
* You will oversee Command-wide connectivity and directs the maintenance of a standards-based IT infrastructure that sustains critical technical and business functions across globally dispersed units.
* You will set policy and defines strict standards for corporate IT infrastructure, ensuring maximum interoperability, scalability, and system reliability.
* You will evaluate the effectiveness of operations across multiple branches or divisions, balancing multi-million-dollar resources and adjusting workflows to optimize mission accomplishment, quality, and statutory compliance.
* You will be responsible for strategic workforce planning, including deciding on major organizational realignments, restructuring, and long-term staffing requirements. Requirements Conditions of employment

* Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level
* You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Establishing and managing command-wide Information Technology (IT) planning, budget, architecture and authority; developing policy, procedures and/or standards for acquisition and life cycle of Information Resource Management. In addition to the above listed qualifications, your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Desired
