Position: PROGRAM ANALYST with Security Clearance
Duties
* You will serve as a trusted liaison to assigned General Fund Business Office (GFBO) commands, building relationships, identifying priorities, and representing customer interests across GFBO, Navy ERP stakeholders, and the Program Office.
* You will lead recurring customer engagements, brief GFBO teams on command concerns, and track issues, risks, and action items through resolution.
* You will advocate and negotiate for customer requirements, priorities, and resources across competing commands, system stakeholders, and enterprise governance forums.
* You will coordinate customer participation in Navy ERP testing, enhancements, releases, and ERP+ migration activities to ensure business needs are understood and validated.
* You will monitor aged or critical support issues, escalate barriers, and coordinate with functional teams and Tier 3 support to drive timely resolution.
* You will review customer feedback, ticket trends, and operational data to identify training, documentation, communication, and process-improvement needs.
* You will provide command perspectives during requirements and design reviews and help align proposed Navy ERP solutions with end-to-end business processes. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to other commands, universities, contractor plants, and sponsor headquarters. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Leading or coordinating cross-functional teams, projects, or programs affecting multiple organizations, commands, or stakeholder groups;
2) Serving as a customer advocate or organizational liaison and negotiating priorities, requirements, resources, or solutions among stakeholders with competing interests;
3) Managing or supporting enterprise resource planning systems or other large-scale business systems, including requirements development, system sustainment, defect or change-request management, testing, implementation, interfaces, or system modernization;
4) Evaluating business processes, operational performance, or customer requirements and developing recommendations to improve organizational effectiveness, service delivery, or system capabilities;
5) Planning and implementing organizational or system changes, including stakeholder engagement, risk management, communication, training, and validation of results;
6) Developing and presenting program status, performance measures, risks, alternatives, and recommendations to senior leaders, customers, and technical or functional stakeholders; and
7) Providing leadership, technical direction, or workload coordination to team members, integrated project teams, or contractor personnel. Additional qualification information can be found from the following Office of Personnel Management web site:
