Duties
* You will lead General Fund Business Office (GFBO) enterprise training and communications efforts that prepare Navy ERP users for system changes, releases, outages, and evolving business processes.
* You will design, develop, review, and control enterprise training products, including online and instructor-led training, desk guides, job aids, SOPs, and user reference materials.
* You will analyze customer feedback, help-desk trends, and system changes to identify training and communication needs and develop targeted plans for commands and end users.
* You will coordinate with functional leads, account managers, operations, transformation teams, and contractors to validate technical accuracy and deliver timely, clear, audience-focused guidance.
* You will manage GFBO communication plans, release and outage notifications, SharePoint content, and information archives while measuring the effectiveness of training and communication efforts. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to other commands, universities, contractor plants, and sponsor headquarters. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Leading or coordinating enterprise-level training, communications, organizational change, or user-readiness efforts supporting a large, complex information system or business program;
2) Assessing training and communication needs through analysis of system changes, customer feedback, help-desk trends, performance data, risk assessments, or other operational information;
3) Ability to develop and execute integrated training and communication plans aligned with organizational strategies, system release schedules, operational priorities, and customer requirements;
4) Designing, developing, reviewing, and maintaining training and performance-support products such as instructor-led training, online training, desk guides, job aids, standard operating procedures, workarounds, presentations, or user reference materials;
5) Translating complex technical, system, business-process, or policy information into clear, accurate, audience-appropriate communications and training materials;
6) Coordinating with functional subject-matter experts to validate the technical accuracy of training, communications, and user guidance before dissemination;
7) Supporting enterprise resource planning systems, financial management systems, or comparable business systems, including system enhancements, releases, outages, process changes, user impacts, or sustainment operations;
8) Evaluating existing training, communication, and knowledge-management processes and recommend improvements based on analytical findings, customer feedback, performance measures, or lessons learned;
9) Developing and distributing communications concerning system changes, releases, upgrades, outages, operational events, or other information requiring timely customer awareness and action; 10) Establishing content-management and configuration-control practices to ensure training and communication products remain current, accurate, accessible, and properly archived; 11) Evaluating the effectiveness of training and communication efforts using participation data, user feedback, knowledge checks, ticket trends, adoption measures, or other performance indicators;
12) Strong oral and written communication skills, including the ability to brief leadership, facilitate meetings or training sessions, respond to customer concerns, and communicate with technical and nontechnical audiences; 13) Coordinating work across functional teams, customer organizations, contractors, and…
