We are seeking a Manager of Supply Chain Programs (level 2) in the Global Supply Chain Program Management organization of Northrop Grumman Aeronautics Systems. The position is 100% on-site, located in San Diego, El Segundo, or Palmdale, California. It reports to the Global Supply Chain Program Management Director under the Air Dominance Division, Aeronautics Systems Sector. The Manager serves as the primary focal point with Responsibility Accountability and Action (RAA) to the Operating Unit Program Management Director, responsible for developing and executing GSC strategies to support the program and achieve affordability, operational efficiency, safety, and first‑time quality across multiple supply‑chain disciplines.
Key Responsibilities- Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs.
- Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross‑functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
- Leads supply chain Program execution, is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.
- Oversees all aspects of Supply Chain for the Operating Unit, delivering status reports, acting with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high‑pace and high‑level expectations.
- Control Account Manager (CAM) responsibility for labor and non‑labor, including variance analyses and work package management execution utilizing Earned Value Management (EVM) techniques.
- Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
- Evaluates proposal submissions, identifies risk and mitigation strategies, develops negotiation plans, negotiates, and prepares subcontract files in compliance with Northrop Grumman principles and operating practices.
- Bachelor’s degree with 5 years of experience in business management, program management, project management, supply chain or operations OR a Master’s degree with 3 years of experience in business management, program management, project management, supply chain or operations OR a High School Diploma/equivalent with 9 years of experience in business management, program management, project management, supply chain or operations.
- Previous experience in Supply Chain.
- 3 years of leading a team, process, and/or projects.
- Experience with Earned Value (EV) and how non‑labor inputs are reported.
- Experience utilizing MS Office Suite and SAP.
- Current active U.S. Government Top Secret Clearance.
- Ability to obtain or maintain Program Special Access.
- Ability to prepare and present executive‑level presentations.
- Experience managing subcontractor financial performance and integrating that into the larger Program financial plan.
- Previous experience as a CAM for non‑labor.
- Existing Program Access.
- Aerospace and defense experience.
- Master’s degree in Business, Global Supply Chain or Project Management.
- Solid understanding of supply chain and program management principles, policies, procedures, and regulations.
- Strong written, verbal and presentation skills with proven ability to develop and maintain strong internal/external customer relationships.
