Afognak Native Corporation is seeking a Chief Administrative Officer (CAO) to join our executive leadership team and lead the design, optimization, and governance of our enterprise operating platform across government contracting and commercial services. Reporting directly to the CEO, the CAO also serves as President of Alutiiq Professional Consulting (APC), our centralized business development, contracts, and proposals subsidiary.
This is a highly visible, impact-focused role for a seasoned executive who can scale complex operations, drive transformation, and enable international growth in a heavily regulated environment.
Location: Major federal contracting hubs such as Washington, D.C. (National Capital Region), Huntsville, AL, Denver/Colorado Springs, or San Diego
Travel: Frequent travel to Anchorage, AK and other domestic and international locations.
Primary/Major Duties and Responsibilities (Essential Functions)- Lead enterprise administrative operations, shared services, technology enablement, and risk management across all subsidiaries, joint ventures, and international operations.
- Build and mature a scalable shared services model for HR, payroll, and corporate card programs that are cost-effective, compliant, and service-oriented.
- Oversee enterprise IT, business systems, data governance, and cybersecurity, including large-scale ERP implementations and modernization of core platforms.
- Ensure that enterprise systems, processes, and procedures are designed to meet DCAA and DCMA requirements and remain audit-ready by design, while partnering closely with Finance and Contracts leadership.
- Serve as President of APC with full P&L accountability, leading business development support, estimating, capture, contracts, procurement, and proposal operations in a centralized model.
- Drive end-to-end process optimization across Procure to Pay (P2P), Contract to Cash (C2C), and Hire to Retire (H2R), leveraging automation and best practices to reduce cost, improve cycle times, and strengthen controls.
- Provide executive oversight for corporate operational functions within your span of control, including industrial security, export controls (operational execution), risk management, HSET, and quality management.
- Partner with the CEO and executive leadership on strategic planning, M&A due diligence and integration, and international expansion readiness.
- Design and implement compliant administrative, HR, payroll, IT, and enabling infrastructures to support multinational operations, foreign national work forces, and complex regulatory and export-control environments.
- Lead enterprise change management and culture transformation efforts, advancing a high-performance culture grounded in operational excellence, accountability, and continuous improvement.
Payrate: $350,000 to $400,000 Annually
Required Qualifications and Experience Experience and Expertise- Minimum 15 years of progressively responsible leadership in business operations, shared services, information technology, compliance, or human resources.
- Senior executive experience leading enterprise operations in organizations that span both U.S. government contracting and commercial services, with revenues exceeding $500M.
- Demonstrated success designing, building, and optimizing shared services organizations (HR, payroll, accounts payable, risk management, travel/P-card, expense management) using standardization, automation, and rigorous internal controls.
- Proven track record leading enterprise process transformation across P2P, C2C, and H2R, integrating HR, Finance, Contracts, Procurement, and Operations into standardized, system-enabled, auditable workflows.
- Deep expertise in FAR/DFARS execution, DCAA and DCMA requirements, CMMC, and CU1 environments.
- Executive experience supporting and enabling major government audit and certification regimes (e.g., DCAA accounting system and incurred cost audits, DCMA CPSR, property/asset management reviews).
- Extensive experience with Costpoint and major CRM/enterprise platforms (e.g., Salesforce), and advanced familiarity with platforms such as Maximo in support of procurement, subcontract management, payroll, and card programs.
- Demonstrated leadership in managing travel cards and purchase card programs in regulated environments.
- Significant international operations experience, including foreign military sales and allied-nation engagements; foreign national payroll and benefits; union and labor-law environments; and the design and governance of compliant administrative and enabling infrastructures across multiple jurisdictions.
