Position Summary
We are seeking a Quality Control Manager to oversee and manage Quality Control (QC) programs on federal and military construction projects. This individual will be responsible for developing, implementing, and maintaining project-specific Quality Control Plans while ensuring strict compliance with contract requirements, government regulations, and project specifications.
The ideal candidate possesses strong construction quality management experience, exceptional documentation skills, and the ability to effectively collaborate with project teams, subcontractors, and government representatives to deliver projects that meet the highest standards of quality and performance.
Key Responsibilities
* Develop, implement, and maintain project Quality Control Plans.
* Administer and maintain submittal registers, test logs, inspection reports, deficiency logs, and rework-tracking documentation.
* Conduct and lead Preparatory, Initial, and Follow-Up Inspections in accordance with the Three Phases of Control process.
* Coordinate quality testing, inspections, and documentation with project teams, subcontractors, third-party testing agencies, and government representatives.
* Ensure all work complies with contract documents, project specifications, applicable codes, and government quality standards.
* Manage project quality records, closeout documentation, warranties, as-built drawings, and turnover packages.
* Utilize RMS, ECMS, NAVFAC, USACE, and other government quality management systems as required.
* Lead quality control meetings and prepare quality-related reports for project stakeholders.
* Identify, document, and track deficiencies through resolution.
* Collaborate closely with Project Managers, Superintendents, Owners, and Government personnel to maintain project compliance and quality expectations.
Qualifications
Required
* Strong written communication, organization, and documentation skills.
* Experience maintaining Quality Control Plans, testing logs, submittal registers, inspection records, and closeout documentation.
* Ability to interpret construction drawings, specifications, and contract requirements.
* Proven ability to manage multiple priorities in a fast-paced construction environment.
Preferred
* 2-5 years of Quality Control experience in construction.
* Experience supporting NAVFAC, USACE, DoD, or other federal construction projects.
* Bachelor's Degree in Construction Management, Engineering, Architecture, or a related field.
* Experience utilizing RMS and/or ECMS platforms.
* Military construction experience.
* OSHA 30 certification.
* QCM or Construction Quality Control (CQC) Management experience on federal projects.
Additional Preferred Certifications & Experience
* EM 385-1-1 40-Hour Training
* Competent Person Certifications
* HAZWOPER Training
* Veteran, Seabee, Army Corps, or Combat Engineer background
Work Environment & Travel
Project schedules typically follow either a 4/10 or 5/8 work schedule, with start times generally between 5:30 AM and 7:00 AM depending on project requirements.
Initial assignments are expected to be located throughout Southern California, including San Diego County. Per diem or mileage reimbursement may not apply to local assignments. Employees assigned to projects outside San Diego County may be eligible for per diem in accordance with project requirements and applicable GSA guidelines.

This is a Contract to Hire position based out of San Diego, CA.
Pay and Benefits
The pay range for this position is $45.00 - $55.00/hr.
