Northrop Grumman Mission Systems is seeking an Industrial Security Manager 2 to join our excellent, diverse team of security professionals. This position reports to the Rancho Carmel Site Security Manager and is an on‑site role at the Rancho Carmel campus in San Diego, CA. The successful candidate will lead a diverse team of security professionals in a dynamic and challenging special access programs environment.

- Lead a team of security professionals to ensure consistent application of leadership characteristics in a high‑intensity, fast‑paced environment.
- Develop and administer security programs and procedures for classified or proprietary materials, documents, and equipment.
- Study and implement federal security regulations that apply to company operations.
- Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies.
- Prepare manuals outlining regulations, and establish procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials.
- Develop and implement security education programs.
- Oversee internal security audits.
- Investigate security violations and prepare reports specifying preventive actions to be taken.
- Provide direction to security team members to assist with execution of their statement of work.
- Assist with team members’ professional development and growth.
- Ensure employee engagement across the team and collaboration across teams within the Security organization.
- Provide leadership, guidance, and professional development/mentoring to professionals at all levels.
- Develop and implement security policy and standards across the program enterprise.
- Ensure all program performance objectives, as well as key milestones and deliverables, are met.
- Manage a security budget within an established target.
- Manage program security compliance and operations across multiple functions, including Physical Security, COMSEC, Investigations and Document Control Management.
- Generate quick‑turn requests for proposals (RFP), requests for information (FRI) and solicitation contracts.
- Provide regular updates and metrics to leadership, highlighting accomplishments and trends from the Sector Security team.
- Plan and oversee regular communication forums to keep the Sector Security team informed and engaged on key issues, accomplishments, and upcoming initiatives.
- Current active TS/SCI security clearance, current within the last 6 years, or acceptance into the continuous evaluation program as a result of a deferred re‑investigation.
- U.S. citizenship.
- 8+ years of experience managing Industrial Security teams with a bachelor’s degree, or 6+ years of experience with a master’s degree; an additional 4 years of applicable work experience may be substituted for a bachelor’s degree.
- In‑depth knowledge of DoD Manuals 5205.07 Volumes 1‑4 and other related security requirements.
- Strong interpersonal and leadership skills with the ability to interact with internal and external customers.
- Expertise in managing Industrial Security.
- Excellent oral and written communication skills.
- Experience with Special Access Programs serving as CPSO.
- Previous leadership and/or management experience.
- Active TOP SECRET//SCI clearance.
- Ability to work in a team environment with minimal oversight.
- Experience writing bases of estimates and managing budgets.
- Physical Security experience.
- Experience with security management of SCI programs.
- Experience with COMSEC management.
- Expertise with ICD 705 construction and accreditation processes.
