Position: PROGRAM MANAGEMENT SPECIALIST with Security Clearance

Responsibilities

  • You will provide expert analysis, guidance, and recommendations on Mission Assurance functions for (Use the "Apply for this Job" box below). Security (PERSEC), Operations Security (OPSEC), and Emergency Management (EM) initiatives and programs with regional impact.
  • You will recommend and develop long‑range program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization and administration of programs.
  • You will evaluate AT, PERSEC, PS, OPSEC, and EM Programs through travel to NMRTC/U and Research Commands for compliance with BUMED, CNIC, MCICOM, USFFC, OSHA, etc.
  • You will provide regular training to all regional commands Security Managers and NMFP supervisors and staff related to security eligibility and background investigation requirements relating to personnel security.
  • You will serve as Subject Matter Expert (SME) in Antiterrorism, Personnel, Information, Physical and Operations Security programs requirements.
  • You will develop, track, report, and implement AT, PS, PERSSEC, OPSEC policies and procedures.
  • You will develop, track, and process Visit Authorization Requests/Visit Access Requests documentation for the command and assist subordinate commands with their requests.
  • You will monitor and ensure completion of processing, tracking and documentation of all completed background investigations for all civilian and contract employees.
  • You will advise Navy Medicine, Operational, and Line Regional Commanders, subordinate commanding officers and Officers‑in‑Charge as to the development of anti-terrorism, personnel security, EM Program (EMP), policy and procedures.
  • You will conduct troubleshooting on a diverse range of Mission Assurance (MA) issues, programs, or concerns requiring comprehensive knowledge of MA program operations with respect to resolving significant and otherwise highly charged situations.
  • You will review and/or prepare highly technical instructions, reports and/or papers on important and complex matters which influence not only the immediate work group but have widespread impact in terms of current and/or future programs.
  • You will develop, analyze, and conduct processes, review and revise documents utilizing Automated Data Processing (ADP) systems, Local Area Networks (LAN), and staff standard software relating to EMP issues.
Requirements & Conditions of Employment
  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E‑Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time‑in‑grade. Time‑in‑grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code § 3326.
  • Males born after 12‑31‑59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre‑employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
