This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco,Charter Section 10.104 . Exempt employees are considered at will and serve at the pleasure of appointing authority. The maximum duration of this exempt appointment is up to three (3) years.

  • Compensation Range: $144,016 - $177,528 annually
  • Recruitment : RTF
  • Working Hours: Full-time, 40 hours per week, Monday – Friday, 8 am - 5 pm

Under general direction of the Procurement Services Director, the 1824 Principal Contracts Analyst, will lead complex procurement modernization initiatives, conduct advanced process analysis, develop strategic recommendations, manage project deliverables, and oversee the work of 182x’s-level analysts supporting project implementation. This position will focus exclusively on modernization and process improvement activities and will not be responsible for routine procurement transaction processing.

The essential functions of this classification include, but are not limited to, the following:

  • Lead comprehensive reviews and assessments of existing procurement processes, procedures, and workflows.
  • Lead assigned modernization work streams and ensure completion of project milestones and deliverables.
  • Conduct process mapping, workflow analysis, and stakeholder interviews to identify inefficiencies, gaps, redundancies, and opportunities for improvement.
  • Develop process improvement strategies, implementation plans, and Standard Operating Procedures (SOPs).
  • Create process maps, visual workflows, and support documentation using tools such as Miro, Word, and SharePoint.
  • Review existing procurement policies, procedures, templates, and guidance documents to establish a standardized framework.
  • Organize, migrate, and maintain procurement resources, templates, procedures, and training materials.
  • Establish document management standards to improve accessibility, version control, and knowledge sharing.
  • Develop a comprehensive procurement training curriculum for procurement analysts, contract managers, vendors, and specialty user groups.
  • Lead stakeholder engagement activities with SFO divisions, procurement customers, contract managers, and vendor communities.
