Senior Administrative Analyst performs complex, sensitive, and detailed professional-level analytical work in the areas of legislative and administrative policy and data analysis related to children,youthand family services.

The position supports Departmental functions with data management,policyanalysisand program evaluation, as well as conducting key research and strategic planning. This position will report to the Director of Communications, Data & Strategic Alignment but will also provide analytical support to programmanagers in other unitsandis expected to exercise excellent independent judgment.

The essential duties of this position include:

  • Analyzes trends in Department-funded services, prepares statistical reports; coordinates andmonitorsdepartmental reporting including thereportingofdataby DCYF-funded programs.
  • Works with staff from various teams to define andmonitorkey metrics in funding strategies, initiatives and with the Department’s contracts with nonprofit providers that ensure alignment with system wide goals and support performance accountability.
  • Prepares recommendations with appropriate supportingdocumentationregardinghow tocomply with legislation and regulations,Mayor’s and Board of Supervisors’ directives,law, courtdecisionsand/or memoranda of understanding;develops implements andmonitorsnew and revised reporting systems required by legislation and/or new policy.
  • Supports the development of the Department’sCommunity Needs Assessment (CNA) and Service Allocation Plan(SAP) and Request for Proposals (RFP),including analyzing policies, and quantitative and qualitative data.
  • Supports the implementation of internal planning groups related to the Departments' funding strategies and initiatives, including preparing presentations and leading data related discussions.
  • Supports the implementation of evaluations of the Department’s funding strategies and initiatives, including working with external contractors, assisting in the development of scopes of work, providing guidance and direction about the focus of evaluations and the methodology used.
  • Develops, implements, reportsonand creates dashboardswithprogram outcomes, indicators, and systems for tracking the progress for both public reporting and internal management purposes.
  • Conducts other ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys.
  • Performs related duties and responsibilities as assigned.

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
