Project Manager - Airport Capital Improvement & Construction

Job Description

This role oversees capital improvement and construction projects within a major airport environment, with a primary focus on program-level project delivery  Project Manager works in a highly client-facing capacity, acting as an extension of the owner's team to manage scope, schedule, budget, and stakeholder coordination for complex, high-visibility infrastructure projects. The position requires strong experience with airport programs, construction contract administration, and permit coordination in an active operational setting.

Responsibilities

+ Support the delivery of construction and capital improvement projects within the broader airport program, managing project scope, schedule, budget, and coordination across multiple internal and external stakeholders.

+ Serve as a client-facing representative and primary point of coordination between the owner, consultants, contractors, airport stakeholders, and outside agencies.

+ Review, track, and manage construction-phase documentation, including requests for information (RFIs), submittals, change orders, progress payment applications, and project reports.

+ Coordinate permit-related requirements, including submittals, approvals, and compliance activities, while addressing field issues, site access constraints, and project activities in an active airport and construction environment.

+ Align project activities with public agency requirements, airport standards, environmental considerations, and permit conditions, ensuring full compliance throughout the project lifecycle.

+ Facilitate clear and timely communication with internal airport departments, operational teams, contractors, and public or agency stakeholders to maintain project momentum and quickly resolve issues.

+ Track project progress and support leadership reporting on schedule performance, budget status, risks, coordination items, and outstanding decisions or approvals.

+ Identify potential project issues early and support resolution related to constructability, compliance, phasing, logistics, and stakeholder impacts.

+ Operate effectively in a live, high-visibility infrastructure environment, demonstrating strong stakeholder communication skills, professionalism, and responsiveness at all times.

+ Support program-level coordination activities, including integration with broader airport capital programs, terminal improvements, airfield work, and other large public infrastructure initiatives.

+ Collaborate with program controls teams to support schedule reporting, cost tracking, risk tracking, and executive-level reporting as needed.

Essential Skills

+ Direct project experience at SFO or very strong recent experience on airport capital, airside, or landside projects.

+ Experience supporting projects in a public agency, airport, or infrastructure environment with multiple external stakeholders and complex compliance requirements.

+ Strong understanding of construction contract administration, including RFIs, submittals, change orders, progress payments, and project documentation processes.

+

Experience with permit coordination and agency coordination, including navigating project requirements in a regulated environment.

+ Ability to manage client-facing communication with executives, project teams, contractors, and operational stakeholders in a professional and concise manner.

+ Experience working in active operational facilities or construction sites where project phasing, access, safety, and communication are critical to successful delivery.

+ Background in owner's representative, project management/construction management (PM/CM), or program management support services, rather than solely general contractor project management.

+

Experience with airport capital programs, terminal improvements, airfield work, or large public infrastructure programs.

+ Familiarity with program controls, including schedule reporting, cost tracking, risk tracking, and executive reporting.

+ Degree in construction management, engineering, architecture, planning, or a related field.

Additional

Skills & Qualifications

+ Professional certifications such as Professional Engineer (PE), Certified Construction Manager (CCM), Project Management Professional (PMP), or similar credentials are highly valued, particularly for more senior profiles.

+ Demonstrated ability to work effectively as an extension of an owner's or client's team in a complex, multi-stakeholder environment.

+ Proven capability to operate in high-visibility roles that demand strong coordination, diplomacy, and stakeholder management.

+ Strong organizational skills with the ability to manage multiple concurrent priorities, documentation streams, and stakeholder requests.

+ Excellent written and verbal communication skills, including the ability to prepare clear reports and present project information to leadership.
