Project Manager, Project & Program Management

Job Function Summary

The Project Manager is responsible for all aspects of the design and construction of significant projects or highly specialized and critical components within these projects. Projects are often characterized by their complexity. The Project Manager will exercise independent judgment in selecting methods and techniques for obtaining satisfactory results and may oversee, manage, supervise, or provide guidance to other Facilities Project Managers and / or Analysts.

Under the general direction of the Assistant Director of Infrastructure Programs, the incumbent is accountable for construction management, monitoring construction contract compliance and coordination services in support of the campus departments to ensure the construction phases of projects are on schedule, high-quality, cost-effective, and appropriate to the project needs. This involves all elements of construction management from cost estimating through construction phase closeout including initial estimating, safety compliance, contract compliance, coordination and closeout of large and small projects.

The incumbent works with the program managers, senior project managers and project managers to organize, plan, and control the construction efforts on projects in the Building Renewal Program. Also, may be called upon to assist with FIN (Facilities Investment Needs) projects as needed. This involves working with program managers, project managers and facility managers in selecting general contractors and subcontractors, coordinating the activities of multiple general contractors on multiple project sites, construction inspectors, and others associated with the projects;

monitoring project progress and quality; resolving problems that arise in the projects; working with state agency officials to ensure compliance and safety.

The incumbent has first line responsibility to communicate effectively with project stakeholders regarding construction activity impacts and schedules

Key Responsibilities

• Manages the more complex and highly sensitive project program, including meeting with clients to help define both project scope and program.
• Formally establishes project plan, including working with other units and departments
• Prepares and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients; establishes milestones and monitors adherence to master plans, budgets and schedules.
• Determines delivery method and bids or negotiates construction contracts.
• Oversees a portfolio of projects ranging from 1-3 months in duration to 24-36 months

• Acts as the primary liaison among project participants and resolves complex problems or conflicts, including recommending range of solutions to disputed issues or contractor claims.

• Hires architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants.
• May oversee or direct Junior Project Managers and Analysts.
• Collaborates with internal UCSF partners such as but not limited to Facilities, Procurement, Fire Marshall, Building Official, etc.

• Oversee project budgets, ensuring optimal allocation of resources.
• Reviews cost estimates, establishes project schedule and budget and reviews with clients and/or program leaders.
• Responsible for oversight of project portfolio ranging from $15,000 to $20M
