Receives general supervision from Chief, Soil Design Section with technical direction on controversial issues and work coordination provided through senior engineer for civil works projects. From work order requests and verbal instructions concerning scope of work, incumbent performs duties independently, applying a thorough knowledge of established procedures and engineering principles and practices. Problems are resolved through consultation with the senior engineer and/or supervisor.
Completed work is reviewed for conformance with policies, regulations, engineering standards, and to meet work order requirements. This is a developmental position to the GS-12.
GS-12
:
As Senior Engineer, responsible for performing the more complex work and coordinating the work of lower grade engineers, engaged in the complete design aspects of soils and other earth materials used in construction and repair of civil works and military projects, predominantly conventional design. Projects include rock and earth-filled dams, levees, retention walls, diversion channels, pavements, and foundation parameters for other structures.
Performs unit work or provides direction to others involving projects with unusual design requirements or features requiring application of unprecedented methods or practices, such as assessment for potential earthquake damage and unique soil conditions.
Basic Requirement For CIVIL ENGINEER
- Degree:
Bachelor’s degree (or higher) in engineering. The program must (1) lead to a bachelor’s degree in engineering with at least one program accredited by ABET; OR (2) include differential and integral calculus and courses in five of the following seven areas: statics/dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or other comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, electronics).
- Combination of
Education and Experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of physical and mathematical sciences underlying engineering, and (2) a good understanding of engineering sciences and techniques and their applications. Adequacy demonstrated by one of the following: professional registration or licensure (EI, EIT, PE); written FE examination; specified academic courses; or related curriculum with professional engineering experience. - Note:
Substitution of education for experience is not permitted for this job.
Specialized Experience
:
GS-11
:
One year of specialized experience including sampling and testing of soils and other earth materials and preparing design analyses, quantity and cost estimates. This is typical of work at the GS-09 level.
GS-12
:
One year of specialized experience including soil mechanics and geotechnical engineering related to civil works projects (dams, levees, retention walls); evaluating slope stability, seepage, settlement, bearing capacity; and preparing design analyses, quantity, and cost estimates. This is typical of work at the GS-11 level.
- May be required to travel up to 10% for field visits to construction sites.
- Must obtain and maintain a valid state Driver's License.
- Incumbent is required to wear protective equipment appropriate to the work.
- Ability to walk over rough terrain, climb, stoop, bend, and enter confined spaces; may encounter extreme weather.
- Requires lifting soil and/or rock samples weighing up to 20–25 pounds.
