The work:

  • You'll act as the Owner's representative in all aspects of project delivery.
  • You'll provide executive-level oversight of construction activities, staff, and consultants.
  • You'll serve as a primary advisor to Client executive leadership, supporting strategic decisions and issue resolution.
  • You'll lead and direct Resident Engineers, inspectors, project controls personnel, and support staff.
  • You'll maintain full accountability for project-wide safety performance.
  • You'll ensure protection of Client employees, State personnel, contractor staff, and the traveling public at all times.
  • You'll drive a proactive safety culture targeting zero lost-time incidents.
  • You'll oversee contractor safety programs, audits, and incident-response protocols.
  • You'll lead all aspects of construction execution from mobilization through closeout.
  • You'll ensure alignment with project scope, contractual requirements, and Client objectives.
  • You'll monitor and manage schedule and budget performance, reporting directly to executive leadership.
  • You'll identify and mitigate project risks, implementing corrective actions as needed.
  • You'll oversee coordination across engineering, construction, and operational interfaces.
  • You'll provide senior-level oversight of contract administration, claims, and change management.
  • You'll lead negotiation and resolution of complex change orders and contractor claims.
  • You'll ensure strict conformance with all Client contract documents, specifications, and regulatory requirements.
  • You'll advise Client leadership on contractual risks and commercial strategies.
  • You'll oversee and integrate all project functions, including engineering/design coordination, construction management, QA/QC, materials testing, environmental compliance (CEQA/NEPA), third-party coordination, and community outreach.
  • You'll lead constructability reviews and provide strategic input on design packages.
  • You'll provide executive oversight of CPM scheduling, phasing, and sequencing strategies.
  • You'll validate cost controls, forecasts, and contingency management.
  • You'll direct recovery planning and schedule-acceleration strategies when required.
  • You'll represent the Client in public forums, community meetings, and interagency coordination.
  • You'll maintain relationships with regulatory agencies and key stakeholders.
  • You'll coordinate with transit operations to minimize disruptions to service.
  • Onsite at client site:
    The work location for this role is onsite with our clients and partners to enable delivery and cultivate our client relationships.
  • With all our roles, there is some in-person time for collaboration, learning and building relationships with clients, peers, leaders and communities. As an employer, we will be as flexible as possible to support your specific work/life needs.

Here's what you'll need:

  • Bachelor's degree in Engineering, Architecture, Construction Management, Business Administration or another related field
  • Minimum 12+ years of construction management experience, with a strong focus on large-scale infrastructure or transit projects
  • Demonstrated experience delivering projects valued at $50M+ (preferably significantly larger)
  • Minimum of three (3) years of supervisory experience in the management of major construction contracts of similar size and scope
  • Valid California Class C…
