The San Francisco Municipal Transportation Agency (SFMTA) connects San Franciscans with their communities to enhance the economy, environment and quality of life. It manages the city’s transportation network, overseeing public transit, bicycling, paratransit, parking, curb management, street operations, walking, and taxis.

The Train Control Upgrade Project (TCUP) is a capital project that replaces the aging Automatic Train Control System with a modern Communications-Based Train Control system, improving safety, efficiency, and reliability across the Muni Metro rail network. The project will be completed by 2032.

Under the direction of the Train Control Upgrade Deputy Project Manager, the Transportation Planner III (Senior Project Planner) plans procurement, deployment, installation, and testing of the train control system. The role includes reviewing project schedules, creating planning documents, preparing grant applications, managing project budgets, meeting stakeholders, developing procurement plans, and establishing policies and procedures.

The Planning III supports contract development with the system supplier Hitachi Rail and the consulting services contract with WSP-PGH. Responsibilities include business requirement development for follow‑on contracts, orchestrating contractor activities, program evaluation, and capital planning. The Planner also assists in application development, communications outreach, workshops, interagency coordination, presentations, and supervises other planners.

• Develop and maintain the capital plan, collaborating with funding agencies and capital planning staff.
• Maintain project budget and forecast expenditures using current schedules.
• Develop legislative and board approval strategies with the Communications Officer, Government Affairs, and other staff.
• Coordinate grant booking and budget revisions.
• Draft project planning documents: management plan, QA plan, safety plan.
• Interpret system requirements and communicate scope to staff, vendors, and teams.
• Propose operational plan modifications for the new system.
• Assist with training programs and SOP development.
• Assist in cost estimates, contract terms, and board approval scheduling.
• Support contract deliverables from the supplier and review key design documents.
• Analyze data from the system and provide service or operational recommendations.
• Ensure future rail service plans accommodate system capabilities.
• Write reports and white papers on best practices.
• Manage workload assignments for consultants and staff.
• Perform other duties as required.

Minimum Qualifications:

• Master’s degree in Planning, Transportation, Transportation Engineering, Public Administration, or a related field, plus at least 2 years of transportation planning experience; or
• Baccalaureate degree with at least 4 years of transportation planning experience, of which 2 years are professional level focused on analysis, design, and development of transportation systems.
• Experience can be substituted by equivalent experience units.

• Strong interest in public transportation and transit operations technologies.
• Knowledge of principles and practices of infrastructure project and transportation planning.
• Master’s degree (or equivalent) in a relevant field.
• Experience in public sector procurement, contract administration, or project management.
• Experience in a public transit agency or large public sector projects.
• Strong analytic, problem‑solving, written and oral communication skills.
• Ability to work independently and manage multiple assignments.
• Skills in Microsoft Office, GIS, data visualization, Adobe Creative Suite.
• Capability to work well with a diverse workforce.
