Position: SENIOR FISCAL ANALYST AT JUDICIAL COUNCIL OF CALIFORNIA (SAN FRANCISCO OR SACRAMENTO, CA)

Senior Fiscal Analyst | Judicial Council of California | San Francisco or Sacramento, CA

The Senior Facilities Analyst’s work includes research and piloting of alternative fund source programs or creative solutions in support of reaching sustainability goals in collaboration with other state agencies and sustainability partners. The Senior Facilities Analyst’s duties include benchmarking, tracking, complex analysis, reporting, management, and verification of utility energy data through custom and web-based platform(s) such as Energy Star Portfolio Manager.

This position is responsible for overseeing, conducting, or managing energy audits, life cycle cost analysis, recommendations for energy efficiency equipment installations, mechanical/electrical review of energy efficiency projects for funding and payback, initiating and tracking utility incentives through to capture of rebates and energy savings, assisting in energy policy recommendations, and providing energy-related educational training for the field staff, and court staff.

Incumbent may provide technical assistance for regulatory investigations with legal and local utilities involving co-generation and central power plant campuses, including potential coordination of EV charging and future grid optimization strategies.

This position will also serve as a technical sustainability matter expert to the Judicial Council oversight committees, namely the Trial Court Facility Modification Advisory Committee (TCFMAC) and the Court Cost Reduction Staff Subcommittee of the Court Facilities Advisory Committee (CFAC).

The Senior Facilities Analyst will also develop educational and training materials for the Sustainability Partnership forum, which is attended by court liaisons and operation/maintenance service providers. The Senior Facilities Analyst will also support the running of the Facilities Services Green Governance Group. The Supervisor of the Sustainability Unit may assign other sustainability initiatives or responsibilities as needed.

Responsibilities
  • Research and piloting of alternative funding programs and creative solutions in support of reaching sustainable energy and efficiency goals.
    • Provide Sustainability Unit first level point of contact for any alternative financing arrangements for energy efficiency, renewable energy systems, and water conservation projects such as Power Purchase Agreements (PPA), Direct Access (DA), Energy Service Companies (ESCO), Service Agreements (ESA), and On-Bill Financing (OBF).
  • Educate JCC staff on sustainability program initiatives, standards, best practices, and compliance to achieve sustainability goals.
    • Develop material and facilitate online web-ex or in-person training on sustainability, energy efficiency, water conservation, waste minimization, and recycling, as well as related topics for facilities operations staff, project managers, service providers, courts, counties, and other stakeholders.
  • Provide technical expertise for the Facility Modification Coordination and Comment (FMCC) process for the repair, replacement, and renovation of facilities assets.
    • Perform comparative life cycle cost analysis of sustainability options for related repairs, equipment replacements, energy efficiency, cost reduction, or deep energy retrofits and decarbonization projects.
  • Provide technical analysis and support to Facilities Operations and Capital Program, such as Energy Performance design criteria, capturing incentives, and other strategies to meet JCC Sustainability targets.
