The Federal Protective Service (FPS), part of DHS Management (MGMT), safeguards federal facilities, employees, and visitors through risk‑based law enforcement and security operations. Position Overview

ADV seeks a Senior Budget Analyst in San Francisco, CA, to support FPS Region 9 and West Zone financial management activities. This position assists senior FPS leadership with budget execution, financial reporting, data reconciliation, and contract obligation tracking for security programs across multiple funding sources. This role supports federal operations as part of a contract team and works independently within established FPS financial management procedures.

Key Responsibilities

• Support FPS financial management staff by tracking and analyzing accounting functions in the Federal Financial Management System (FFMS).

• Review invoices, verify funding availability, and facilitate the approval and payment process per DHS/FPS procedures.

• Conduct budget analysis and prepare financial reports, including spend plans, billing analyses, and monthly obligation summaries.

• Assist in analyzing fund availability, reprogramming requests, and tracking of obligations, commitments, and expenditures.

• Support analysis of commitments, obligations, and expenditures to ensure proper alignment of funding with FPS program objectives.

• Reconcile accounts and prepare documentation to support reclassifications and funding adjustments.

• Maintain and update financial databases and spreadsheets for program tracking and reporting purposes.

• Assist with Security Work Authorizations (SWAs), obligation closeouts, and contract modifications per agency SOPs.

• Generate and analyze FFMS reports (e.g., CM040, FM151, PM020, FM140) to monitor fund status and ensure accuracy.

• Prepare and maintain vendor payment reconciliation spreadsheets and support audit requests.

• Provide data for budget submissions, unfunded requirement packages, and financial presentations to management.

• Support FPS management with annual budget execution, obligation tracking, and expenditure reconciliation.

• Maintain accurate financial records and ensure compliance with applicable laws, regulations, and agency policies.

• Provide financial and administrative support for special projects, reconciliations, and data calls as directed by FPS leadership.

• Perform other budgetary and analytical duties as assigned in support of FPS mission objectives.

Qualifications And Education

Minimum Requirements

• Bachelor’s degree in finance, accounting, business administration, or a related field (with at least 24 credit hours in finance, quantitative methods, or accounting).

• Minimum four (4) years of experience in federal financial management, budget analysis, or accounting.

• Advanced proficiency in Microsoft Excel, Word, Access, Outlook, and PowerPoint.

• Familiarity with FFMS or similar federal financial systems.

• Strong analytical skills with the ability to reconcile data, validate transactions, and prepare financial documentation.

• Excellent written and verbal communication skills.

• U.S. citizenship and ability to obtain a favorable DHS HSPD‑12 suitability determination.

Preferred

• Experience supporting the Department of Homeland Security, Department of Defense, or similar federal agencies.

• Prior experience with federal budget formulation and execution, financial reconciliation, and contract support.
