The annual salary range upon entry for the position is $ to $. Total compensation includes a health insurance plan and a retirement system (Either San Francisco Employees' Retirement System or the California State Teachers Retirement System). Choice of several medical plans, dental, vision, Basic Life and AD&D up to $50K, Flexible Spending Account, commuter benefits, and voluntary supplemental plans.

New employees hired on or after January 1, 2014, contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).

Position Description

Under the general administrative direction of the Chancellor, the Vice Chancellor of Finance and Administration (A106/0987) provides leadership for the development and implementation of business and fiscal services necessary to support the mission of the District. The Vice Chancellor has a leadership role in the development of both short and long range strategic planning; plans, organizes, coordinates, directs, and conducts financial, budget, and business related activities;

and actively facilitates the development of District fiscal and business policies. The Vice Chancellor provides oversight and leadership for the following departments:
Budget/Fiscal Services;
Accounting;
Purchasing;
Facilities;
Maintenance and Operations/Custodial;
Construction Management;
Contracts;
Information Technology Department.

Job Duties
  • Serves as the Chief Financial Officer for the District; responsible for the overall financial management and business functions of the District.
  • Provides leadership and is ultimately responsible for the coordination, development and preparation of the District's annual budget; provides reports, statistical and financial data as required to provide budget status information and support in new budget preparation; provides budget assumptions and develops revenue projections.
  • Responsible for the District's annual audit, ensuring that local and state timelines are met for producing a timely audit. Coordinates the external audit process and ensures the proper application of internal control processes.
  • Performs financial asset management and exercises oversight and administration (accounting and auditing) of bond issuance, bond funds and investments; oversees the implementation of bond funds; and facilitates key finance/budget committees and discussions.
  • Exercises oversight of the Accounts Payable Unit ensuring accurate and timely disbursements.
  • Coordinates the fiscal aspects of the employee benefit programs, including employee health and welfare programs, tax shelters and annuity plans, and the deferred compensation plan.
  • Designs and implements a budget process that is transparent to the Board of Trustees and to the community at large.
  • Provides fiscal and budgetary support in collective bargaining activities related to compensation benefits, and areas requiring financial resources.
  • Directs the development and maintenance of an ongoing banking management plan.
  • Plans, directs, and participates in the design and implementation of improved fiscal procedures for the District.
  • Meets regularly with the college administrators and makes recommendations on matters of budget development, implementation, and administration.
  • Provides leadership in the formulation of the District's business practices, and assistance in the preparation and expenditures of the college's annual operating budgets.
  • Plans for and directs accurate and appropriate compliance with all State, Federal, and local laws, Board policies and regulations governing the financial operations of the district.
  • Supervises the operation of the District's revolving cash fund and for making transfers between District funds maintained in the city/county treasury.
