Job Description

This position is in the Corporate Integrity and Risk Management (CIRM) department of Blue Shield of California (BSC) and supports the objectives of the Enterprise Risk Management (ERM) function. The Senior ERM Analyst conducts risk assessments with emphasis on identifying operational and financial risk indicators as well as quantitative risk modeling, works with business partners to develop and track risk response plans, and develops concise management reporting.

The Analyst collaborates with the ERM Director(s) on various risk‑management activities.

Responsibilities
  • Be part of a team to develop, implement and maintain the ERM program across BSC.
  • Build and maintain strong and effective relationships with stakeholders across the company, cross‑functionally and collaboratively, to develop common and effective risk identification, quantification and remediation plans.
  • Apply innovative and analytical approaches to quantify risk scenarios and analyze impacts on BSC’s risk‑based capital and solvency position, including developing stress‑test scenarios. Partner with finance/actuarial/treasury functions on risk capital and solvency modeling.
  • Support the process to complete the annual ORSA summary report (Own Risk and Solvency Assessment).
  • Assist with developing risk appetite statements and tolerances, monitor risk exposures and elevate risks in excess of approved tolerance levels.
  • Compile clear, accurate and timely reports and metrics for regulatory entities, senior management and the Audit Committee/Board of Directors. Translate recommendations into analytical material for discussions with management.
  • Document policies, procedures, processes and internal controls.
Qualifications Education/Qualifications
  • 3–5 years of professional work experience.
  • Bachelor’s degree in Business Administration/Management, Finance, Healthcare Management, Economics, Mathematics/Statistics, or a related discipline.
  • Professional experience in risk management, business consulting, financial planning and analysis, or related fields.
Preferred Qualifications
  • Public accounting or management consulting background is a strong plus.
  • Experience with health plans, other insurance, or related financial industries.
  • Analytical skills in a discipline relevant to risk management (for example, financial modeling, planning and analysis, risk capital modeling, underwriting and pricing, corporate finance, or product management).
  • One or more of the following designations (or in progress obtaining a designation):
    • Certified Public Accountant (CPA) or equivalent.
    • Actuarial designation (FSA, ASA, FCAS, ACAS, CERA).
    • Certified Financial Analyst (CFA).
    • Associate in Risk Management (ARM or ARM‑E), Professional Risk Manager (PRM).
    • Financial Risk Manager (FRM).
    • Six Sigma designation (or similar).
  • MBA or other master’s degree is a plus.

  • Expert knowledge in Microsoft Office tools, including PowerPoint, MS Project, Visio, MS Excel and MS Access; expert users preferred.
