Assistant Chief of Fiscal/Administrative Services – Division of Fiscal Services, State of Connecticut, Department of Social Services

The State of Connecticut, Department of Social Services (DSS) is looking for a diligent and meticulous individual to join our team as an Assistant Chief of Fiscal/Administrative Services in our Division of Fiscal Services. You will coordinate fiscal budgetary oversight and support, ensuring transparent operations within agency programs. Your collaboration with Chief Fiscal Officers and Program leaders will meet organizational needs.

Position Highlights
  • Located at Central Office at 55 Farmington Avenue, Hartford, CT
  • Full-time, 40 hours per week
  • First (1st) shift
  • Monday – Friday
  • 8:00 am – 4:30 pm
  • Telework usually offered at the maximum level permitted by state and agency policy.
Responsibilities
  • Build and manage detailed contract management and tracking reports, ensuring timely follow-up on outstanding items.
  • Analyze data to develop accurate budget estimates and write cost-benefit analyses to guide decision-making.
  • Prepare and deliver financial statements, as well as statistical and narrative fiscal/administrative reports.
  • Serve as a key liaison, collaborating with program staff, providers, the Office of General Counsel, and Fiscal Division staff to resolve contract issues efficiently.
  • Process and verify contract payments, ensuring compliance with payment schedules and contract terms/conditions.
Qualifications

We seek team members with experience supervising fiscal staff, conducting complex financial analyses, and preparing budget reports. Advanced Excel skills, knowledge of State of Connecticut budgeting and accounting, and expertise in creating financial reports for public sector organizations are essential. Familiarity with federal and state healthcare regulations is highly valued.

  • Ten (10) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one of which must be an accounting function.
  • Two (2) years of the General Experience must have been supervising professional‑level staff.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience, up to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
  • Expertise in State of Connecticut budgeting and accounting.
  • Experience developing complex financial analysis and budget reports.
  • Experience with Microsoft Excel, including the ability to create and manage complex formulas, pivot tables, and conditional formatting.
  • Experience preparing detailed financial status reports for public sector organizations.
  • Experience interpreting and complying with federal and state laws and regulations related to the programs and policies of healthcare.
  • Experience utilizing CORE CT financials modules.
  • Strong interpersonal, oral and written communication skills.
  • Ability to prepare and analyze financial and statistical reports.
  • Ability to apply management principles and practices and to understand and apply relevant state and federal laws, statutes and regulations.
  • Knowledge of personnel, payroll, purchasing, grant administration and contract administration procedures.
  • Ability to utilize EDP systems for financial management.
