Job Title
Duties for this position include:
Develops expert knowledge of Employment & Training Administration (ETA) programs and applicable statutes, regulations, policies, and ETA standard operating procedures.
Manages a grant portfolio within assigned program area(s) of high complexity, scope, and impact, and conducts the day-to-day fiscal management for the grants within his/her grant portfolio.
Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders) on financial and administrative matters.
Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.
Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements.
Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements.
Conducts on-site compliance monitoring reviews and enhanced desk monitoring reviews of grantees to evaluate programmatic and fiscal administration of the project, assess financial management systems and functions, and ensure compliance with grant requirements.
Works with grantees to identify potential issues and conducts research on policy guidance and legislation. Reviews policy and guidance for application. Provides guidance to grantee(s).
As necessary, designates grantees at risk, including notification to grantee, remediation, and documentation.
Provides technical assistance to grantees in planning, operation, and management of their financial systems.
Assists senior staff with designing and providing financial management training on the rules and requirements governing the various workforce development programs administered by ETA.
Effectively utilizes grant management systems in accordance with established guidelines and protocols; maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders.
Reviews a variety of financial reports, analyzes and validates financial data, and resolves accounting discrepancies in reported data.
Reviews, analyzes, and evaluates organizational-wide accounting policy and operations of grant programs for effectiveness and/or improvements.
Develops specific regulatory and/or procedural guidance for implementation and maintenance or new or revised program operating documents for organizational-wide issuance.
Reviews and evaluates existing finance and accounting policies, standards, and procedures to develop improved working processes.
Approaches proposed solutions in a systematic manner and applies analysis to develop assessments, make disposition recommendations, and offer alternatives.
