The Chief Financial Officer (CFO) provides strategic and operational leadership for the financial health of the Plan, including financial planning and analysis, budgeting, forecasting, accounting, treasury, claims payment oversight, billing and reimbursement, and enterprise financial reporting. The CFO safeguards Plan assets, supports executive decision-making with actionable financial insights, and oversees actuarial, underwriting, and rate-setting functions in partnership with internal stakeholders. This role also leads regulatory and rate-related filings, ensures effective financial controls and compliance, and serves as a key advisor to executive leadership, the Finance Committee, and the Board of Trustees in support of the Plan's mission, growth, and long-term sustainability.

Essential Duties and Responsibilities
  • Lead financial strategy and planning by organizing and coordinating financial policies and integrating short- and long-term fiscal plans with the Plan’s goals and objectives.
  • Oversee budgeting, forecasting, capital planning, cash flow projections, financial statements, and internal management reporting through a formal budget and performance measurement program.
  • Ensure the integrity of accounting operations and compliance with generally accepted accounting principles, including systems supporting accounts receivable, accounts payable, related accounting functions, internal controls, and audit readiness.
  • Manage billing, collection, and reimbursement operations to support timely collections and effective oversight of third-party reimbursement and regulatory cost controls.
  • Provide financial analysis, interpretation, and recommendations to support executive decision-making and organizational performance.
  • Communicate financial results, reports, and key insights to management, the Finance Committee, and the Board of Trustees, and attend meetings as required.
  • Oversee treasury management, including cash, short-term investments, banking activities, and relationships with financial institutions and lines of credit.
  • Direct the development and implementation of financial systems, policies, procedures, and management information processes needed to support the Plan’s operations and growth.
  • Oversee Claims Department operations and ensure the accuracy of payments to in-network and out-of-network providers.
  • Oversee actuarial, underwriting, and rate-setting functions, and partner with internal departments to update contract payment terms and conditions and evaluate the Plan’s overall rate structure and managed care contracts.
  • Review tax filings; oversee annual senior and commercial plan rate and benefit package submissions to CMS and DMHC; and lead timely, accurate responses, certifications, attestations, and supporting documentation for regulatory and governmental agencies.
  • Support cost control, evaluate new projects, and participate in planning for major purchases, lease arrangements, and facility-related initiatives.
  • Develop and lead the finance team by managing work allocation, training, mentoring, problem resolution, and succession planning to build an effective organization.
  • Serve as the Chief Executive Officer’s designee upon request, absence, or incapacity.
  • Perform other duties as assigned.
