Job Description
This Program Support Analyst position with the Family & Children's Services (FCS) Division of the HSA performs highly complex administrative duties and is responsible for assistance and supervision of high-level administrative activities in the assigned program. Incumbents coordinate assigned functions and activities of the program and projects within FCS and provide highly responsible administrative staff assistance to the executive staff.
Incumbents receive guidance and instruction on general program objectives, program regulations and interpretive guidelines and only occasional instruction or assistance when new or unusual situations arise and conduct studies and develop recommendations on systems, methods, procedures, and general administrative questions, and are expected to exercise considerable independent judgment in carrying out work assignments.
Essential Duties and FunctionsAccording to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list; may include additional duties as assigned.
- Negotiates, implements, and oversees contract agreements, including contract budget transactions, and interfaces with contracted community-based organizations and other City agencies.
- Conducts specific, comprehensive analyses, such as conducting surveys and performing research and statistical analyses, of a wide range of policies involving organization, procedures, and services to families and children.
- Reviews, interprets, and implements best practices, policies, and procedures related to service provision, contracts, and budget.
- Participates in on-going work groups and committees, both internally and externally.
- Develops written reports and presentations using qualitative and quantitative data to share program outcomes with the FCS staff and other City agencies.
- Participates in a variety of complex and detailed programmatic responsibilities involving problem solving.
- Directs, oversees, and participates in the development of the assigned work plan, work activities, projects, and programs.
- Monitors workflow and reviews and evaluates work products, methods and procedures for the FCS Division.
- Reviews and analyzes quarterly data to assess contract compliance and communicates service outcomes to program staff and management.
- Researches and assists with development of expenditure information, outcomes, and other data supporting budget recommendations, in collaboration with program, contract, and fiscal staff.
- Provides technical and administrative assistance to the assigned management staff.
- Acts as representative of the assigned division for internal and external meetings, committees, and commissions.
- Perform other duties as assigned and approved by the FCS Program Director.
A baccalaureate degree from an accredited college or university.
ExperienceThree (3) years of professional experience as a social service case manager of which two (2) years are in the field of child welfare or in the provision of child welfare-related services. This experience includes responsibilities for functions such as policy evaluation and management, program development and administration, case review and contract administration.
Substitution- Substitution for Education :
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year). - Substitution for Experience :
Possession of a master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.
Positions may require possession of a valid California Driver’s License
