Overview

PositionThe Supervising Program Specialist may be assigned in the Health Care Services and Social Services Agency. This is a supervisory position that coordinates and manages the work of professional staff responsible for programmatic services and oversight in a variety of client service areas, and oversees technical services for multiple related programs where client services are provided by CBOs, other contract providers and/or County staff.
Duties include coordinating and providing program planning, technical assistance, review and evaluation functions to direct client service delivery programs; and coordinating the effective provision of services and utilization of resources for multiple programs serving a similar or single client population. The Supervising Program Specialist acts as County liaison with service providers and ensures that program regulations and procedures are followed.
This position plans, supervises, reviews and evaluates the work of a group of Program Specialists and support staff and performs other related duties as assigned.
The requirements are those for admission to the examination, which is competitive. Possession of the entrance requirements does not assure a place on the eligible list. A candidate’s performance in the examination will be judged in comparison with the performance of other candidates.
Education: The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, a social science or a field related to the program area to which assigned. (Additional experience in providing direct services to clients or in program planning and evaluation may be substituted for the education on a year-for-year basis.)
Experience: The equivalent to two years of full-time professional level work in independently planning and evaluating client delivery service programs at a level equivalent to or higher than the County classes of Program Specialist or Program/Financial Specialist.

Licenses: Specified positions may require possession of a valid California driver’s license. Specified positions may also require licensure or certification in the programmatic area to which assigned.
