This is a Temporary Provisional (TPV) position, limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process. This is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date.
Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.
What We Do: The Department of Building (DBI) oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings. This position is located in Housing Inspection Services (HIS), which implements and enforces the San Francisco Housing Code and pertinent related City Codes. HIS establishes and maintains minimum maintenance standards for existing residential buildings to safeguard life, limb, health, property, and public welfare by conducting periodic health and safety inspections and responding to tenant complaints.
Under general supervision, performs housing inspection work in the enforcement of a variety of housing codes and related safety regulations, and supervises housing inspectors. This is the first-level supervisor in the Housing Inspector series.
DISTINGUISHING FEATURES: 6272 Senior Housing Inspector is distinguished from the 6270 Housing Inspector by the former’s supervisory duties.
SUPERVISION EXERCISED: Supervises incumbents in class 6270 Housing Inspector.
MAJOR, IMPORTANT, AND ESSENTIAL DUTIES: According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
- Supervises inspectors in the use of the citation procedure as required by the Housing Code. Oversees, coordinates, and conducts inspections of apartment houses, hotels, and other multiple residential buildings to determine existing code violations.
- Instructs property owners to take necessary corrective actions;
Advises property owners and ensures violations are corrected. - Reviews inspectors’ reports and takes appropriate actions to finalize inspection reports.
- Partners with other divisions and agencies in the coordination of a housing code enforcement program.
- Conducts special investigations, prepares reports of work performance, accomplishment, and various aspects of housing conditions.
- Interprets housing, building, and other related codes for inspectors and the general public.
- Oversees the issuance and revocations of permits.
- Oversees the initiation and resolution of abatement proceedings.
- Reviews permit applications and plans to assure proper compliance and specifications.
- Conducts administrative hearings and testifies during court litigation in connection with the enforcement of housing codes.
- Coordinates with other divisions and agencies in the implementation and administration of new ordinances related to the housing and administrative code, as well as associated funding programs.
