About Terawatt Infrastructure

Terawatt Infrastructure is building the permanent transportation and logistics infrastructure of tomorrow through a robust combination of capital, real estate, development, and site operations solutions. The company develops, finances, owns, and operates charging solutions that take the cost and complexity out of electrifying fleets.

The Director of Policy & Regulatory Strategy is responsible for leading policy engagement and advocacy on behalf of Terawatt at the local, state, and federal levels with regulatory, legislative, and government agency bodies. Terawatt develops and owns property and has strategic interests in states across the country. To develop and operate reliable, large-scale charging infrastructure at the lowest possible cost, Terawatt must partner with the public sector to streamline development, advocate for faster energization, affordable EV rates, utility infrastructure funding, and incentives by participating in legislative and regulatory proceedings.

The successful candidate will have fluency in state-level electrical utility regulatory and policy issues, state legislative matters, specifically PUCs and electrical utilities, as well as experience with transportation electrification, fleet management (LD, MD, and HD), DERs, and related topics.

Core Responsibilities
  • Be an evangelist for the electrification of commercial vehicle fleets
  • Build the company’s relationships with key regulatory officials and policy makers, including elected officials, in priority geographies
  • Leverage high-impact industry trade groups to advocate for Terawatt’s business interests
  • Manage regulatory and legislative consultants, and manage annual budgets
  • Monitor and participate in public utility commission (PUC) proceedings related to EV charging infrastructure, rates, and relevant distributed energy resource and grid services topics
  • Lead the development and advocacy for specialized EV rates that reward fleet flexibility and high-utilization charging profiles.
  • Manage company relationships with appointed and staff officials at relevant public agencies
  • Engage with and partner with industry trade groups on dockets/orders, rate cases, and IRPs related to transportation electrification, energy and demand forecasting, capital budgets, process timelines, and advocate for faster energization and allowing customer-managed on-site energy
  • Streamline regulatory and utility process pathways for developing on-site Distributed Energy Resources in tandem with EV charging.
  • Advocate for utility distribution and transmission funding and long-term planning cycles to ensure grid capacity
  • Strategic Legislative Advocacy:
    Lead/support legislative initiatives aimed at streamlining land-use entitlements and environmental review processes to accelerate the deployment of high-capacity fleet charging infrastructure across key growth markets.
  • Incentive Strategy & Agency Rule making:
    Proactively manage state-level advocacy to secure and protect clean energy funding streams, while influencing long-term agency rule makings that foster sustained demand for multi-modal zero-emission vehicle adoption. Preferred Qualifications
  • 8-12 years of Regulatory, Legislative, or Government Affairs experience in CA and ideally other major US metro markets.
  • Proven experience testifying or submitting formal comments before State Public Utility Commissions (PUCs), specifically on rate design, transportation electrification plans (TEPs), or interconnection
  • Pre-existing network of relationships with state, federal agencies, and key industry trade groups.
  • Experience working at or advocating before the state/federal Legislature, State Public Utility Commission, and/or other relevant governmental organizations
  • Experience engaging in Clean Fuels regulation stakeholder proceedings
