Supervising Staff Specialist

The Air District is currently accepting applications for the position of Supervising Staff Specialist. There is one (1) vacancy in the Strategic Incentives Division and one (1) vacancy in the Technology Implementation Office. These are full-time, represented positions.

The Strategic Incentives Division supports the Air District's mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District's jurisdiction. The Technology Implementation Office was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors.

The Supervising Staff Specialist will provide direct staff supervision, leadership, and quality assurance for essential program activities within the division. The position will take a lead role and serve as a subject matter expert in the administration of state and federally funded grant programs. The Supervising Staff Specialist will oversee a team administering incentive and grant funded programs and empower the team to provide successful programs that will benefit communities, meet program obligations, and advance the mission of the Air District.

The Supervising Staff Specialist will collaborate with local, state, and federal government agencies, funding partners, contractors, vendors, and other program stakeholders to ensure the effectiveness of incentive programs. The position will also oversee contracts and grant administration, program outcomes, and opportunities to improve program efficiency and effectiveness.

Organizes, assigns, supervises, reviews, trains and evaluates the work of professional, technical and support staff; recommends staff assignment and provides for staff training and development. Supervises the development of policies, procedures, manuals and forms; analyzes issues, prepares reports and recommendations.

Supervises staff in research, administrative and technical activities necessary to achieve program objectives. Advises staff about technical, regulatory or contractual issues. Researches technical feasibility and control proposals for new or revised programs;
Develops and applies quality control and assurance measures to ensure the effectiveness of programs and appropriate application of methods in accordance with District policies, rules, and regulations. Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of District activities; monitors expenditures and charges against agreements; prepares fiscal status reports for management; advises contractors and management regarding issues involving contract administration and interpretation;

and prepares cost analyses. Supervise preparation of Requests for Proposal (RFPs) and Requests for Quotations (RFQs); prepares contract documents and other agreements using standard District procedures; and reviews and negotiates contract terms and conditions. Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs, regulations and rules; makes presentations and develops supporting technical materials.

Maintains computer databases and program records. Supervises internal and external audits for programs and physical inspections to ensure compliance with program requirements; prepares and presents staff reports to the District's Board of Directors, and/or sub-committees. Supervises and coordinates research and prepares and presents reports as assigned. Provides liaison and represents the District with industry, attorneys, the public and other agencies to obtain and disseminate technical and operational information.

Oversees the preparation and response to correspondence directed toward public and private organizations relative to programs; responds to oral and written requests for information about programs. Explains and interprets technical policies, rules and regulations regarding programs; gathers and prepares background information. Performs other duties as assigned.

Education & Experience A typical way to obtain the knowledge and skills is:
Equivalent to a Bachelor's degree and four years of experience developing and administering programs. Some positions may require more specialized education, training and experience. Other Requirements:
Specified positions must possess a valid California driver's license.
