Essential Duties and Responsibilities
The Deputy Director’s responsibilities include, but are not limited to:
- Serve as a member of MOHCD’s Senior Leadership Team, providing executive leadership on agency priorities, strategic initiatives, and organizational management.
- Provide executive leadership for the City’s multifamily housing production, acquisition, preservation, housing finance, and home ownership programs.
- Establish strategic direction and organizational priorities for the Division.
- Supervise Director-level managers responsible for major housing program operations and ensure effective coordination across all functional areas.
- Manage MOHCD’s affordable housing pipeline by coordinating multifamily pipeline budget review meetings, maintaining up to date the multifamily budget projections, and overseeing the strategic allocation of local, state, and federal funding resources supporting affordable home ownership and multifamily housing production and preservation.
- Develop and implement policies, funding strategies, and innovative financing approaches that expand affordable housing production, preservation, and home ownership opportunities.
- Oversee the review and approval process for new construction, acquisition, preservation, housing finance, and home ownership funding recommendations, ensuring timely executive review and successful approval by the Citywide Loan Committee and Board of Supervisors.
- Serve as MOHCD’s executive lead for joint development agreements and coordinate affordable housing planning efforts with the Office of Economic and Workforce Development, Office of Community Investment and Infrastructure and other City agencies.
- Foster strategic partnerships with City departments, elected officials, affordable housing developers, lenders, realtors, nonprofit organizations, community-based organizations, and regional, state, and federal partners to advance the City’s housing goals.
- Recommend and implement policies, procedures, and strategic initiatives that improve organizational performance, operational effectiveness, and equitable access to affordable housing and home ownership opportunities.
- Oversee division budgets, contracts, funding allocations, and administrative resources to ensure responsible stewardship of public funds.
- Represent MOHCD before the Mayor, Board of Supervisors, City commissions, community organizations, industry partners, and the public on affordable housing policy, financing, and home ownership initiatives, as necessary.
- Identify emerging housing needs and recommend innovative financing strategies, public-private partnerships, and policy solutions that advance the City’s affordable housing and home ownership objectives.
- Champion equity, innovation, collaboration, and continuous improvement across all Multifamily Housing and Home ownership Programs.
- Perform related duties as assigned.
Provide strong leadership, manage subordinate staff, exercise effective judgment in critical/emergency situations, analyze complicated and sensitive issues, and communicate and provide options clearly to the Mayor, Mayoral staff, commissions, boards, committees, other agencies and the public. Apply the principles of public administration, financial and personnel management and effectively interpret all applicable laws, ordinances and codes. Exercise independent analysis, adaptability and judgment on specialized proposals with difficult, complicated options.
Effectively present Mayor's policies and opinions to outside entities such as the public, boards, commissions and government agencies. Maintain harmonious relationship with managers, City officials, unions, employees and the public.
